The report explains that the bill is aimed at seeking relief for- single-family residential uses in high density areas which, as written, would not be of much benefit to this County. Four inequities are listed to substantiate this opinion: • Recommends that the County of Hawaii do not support SB 199. n,m• No. 770: Director of Finance Transmits for approval the Director of Finance ' s rules of practice and procedure and rules governing the issuance of special number plates : Recommends approval. - No. 771: Mrs. Richard K. Smith, Secretary, Kalanianaole School PTA Requests the Council ' s support of a bill (SB 1526-70) presently before the legislature that will correct the water problems in the Kaieie-Kalaoa area. The present • water situation poses a serious health problem to the residents of the area: Inform. the Kalanianaole School PTA that the Council has gone on record to support this project and it is one of our legislative lobbying items this year. / (;,_•-,h . Stearns, Manager of Kohala Sugar Company, asking his assistance in acquiring additional acreage (11/2 acres) for the development of a joint Civic Center in Kohala: Recommends that the Mayor be authorized to negotiate for the necessary land . area needed either through outright purchase or by eminent domain proceedings. No. 788: Corporation Counsel Re: SB 1802-70 & HB 190-70 Transmits to the Council for study and consideration a synopsis of their comments on the above bills : Points out that the basic thrust of the bill is to make improvement district bonds more attractive to bond buyers by the inclusion of several guarantees by the counties that they will stand behind the bonds even in the face of defaults by assessees. Also in situations where no purchasers are interested in defaulted lots, the counties are mandated to purchase them and to set aside moneys annually for this purpose: Received and file. (No action for lobbying purposes. ) NOTION • M-117: It was moved, seconded and carried to refer to PEDLC for study the possibility of requesting the State Department of Transportation to relocate the Nilo Airport. No . 1: Recommends that the Planning Department ' s list of historical sites be established by ordinance and request the Planning Director to enforce a zoning freeze of these sites and to prevent their destruc- tion until the adoption of the General Plan. • PEDLC-26 - 4 - March 19, 1970 . S4r . • No. 3: Recommends that 'the County of Hawaii support the following bills: HB 2092-70 - A Bill for An Act to Amend Part I of Chapter 47, HRS, relating to County and Municipal Bonds by Increasing the Rate of Interest on County Bonds and Bond Anticipation Notes to 8%. HB 2093-70 - A Bill for An Act to Amend Subtitle 1 of Title 6, HRS, By Adding Thereto a New Chapter Entitled, " Indebtedness of the Counties, Exclusions From the Funded Debt Thereof and the Certification of Such Exclusions.
