The following are the recommendations of the Planning,
Economic Development and Legislative Committee which were
considered at its meeting of June 25, 1970:

No. 808: Asa M. Akinaka, Padgett, Greeley, Marumoto, & Akinaka,
Attorneys for Resort Shops of Kona
Re: Acquisition by the County of Hawaii from the State
of Hawaii, of Kakina Road, Kailua, Kona, Hawaii
(TMK: 7-5-07:58 & 66)
Requests that the County of Hawaii expeditiously take
all reasonable steps necessary to acquire and develop
Kakina Road as a pedestrian mall at an early date since
such a mall would be of great benefit to their clients'
development of a shopping plaza of parcels 5, 7 and 8
abutting Kakina Road
Informs that their clients are willing to share in the
reasonable costs of acquiring, developing, and main-
taining as a mall that portion .of Kakina Road which
directly abuts their parcels upon such reasonable terms
as may be agreed upon between them and the appropriate
departments of the County of Hawaii:

In answer to questions asked by the Committee on the
subject matter, he submits the following:
1) What is the reason for this zoning change request?
There is no request to have the zoning of Kakina Road
changed from VH-.75 Resort Hotel District.
2) What kind of an effect would it have with relationship
to the surrounding area?
Recommends that the County obtain Kakina Road and
later convert it into a pedestrian mall:

Re: 11-65 - Curfew Law
In response to Council' s request for a review of the
curfew law, recommends the following:
1) If the 12:00 midnight curfew is to be extended
for the 15-18 year olds then consideration need
to be given to extending the curfew to 10:00 p.m.
for youngsters under 15 years old.
2) Organizations, both public and private, catering
to these ages should be requested to end their
activities with sufficient time allowed for
transportation home and/or for having a snack:

Transmits the redrafted Ordinances 24 incorporating
the suggested changes. (Bill No. 718)
Recommends passage of Bill
No. 718 on first reading.

Requests that the Council adopt a resolution requesting
the next legislature to transfer the cabaret license
to the counties:

in which they set forth their position regarding the
apparent move of the intercontinental jet airport
