The following are the recommendations of the Planning,
Economic Development and Legislative Committee which were
considered at its meeting of August 10, 1970:
COMMUNICATIONS
No. ,441.1: Father Joseph Matheis, Chairman, Board of Ethics
Transmits for approval a copy of the proposed Bill
for an Ordinance relating to the Code of_, Ethics:
(Bill No. 723) .
Approve and recommend passage
of Bill No. 723 on first reading.
�No. 795.2: Clara K. Kahumoku, President, Hawaiian Civic Club of Kona
Copy of a letter sent to Rear Admiral D. C. Davis,
Commandant, Fourteenth Naval District, thanking him for
the decision made regarding bombing at Kapua (Kauna) Kona:
Receive and file.

Informs how those points under Item No. 4 of their letter
dated June 16, 1970 are being resolved:
(a) Warehouse near workmen' s quarters - dependent upon
approval of special permit.

permit application filed.
(c) Quarrying in Open District _ special permit application
filed.
(d) Golf course under construction - layout submitted.
(e) Nursery site - building permit application received:

Regarding preservation of Kapua (Kauna) , Kona, as a
National Park:
Support the recommendation of
the Hawaiian Civic Club of Kona
that a study be made by Governor
Burns to preserve Kapua (Kauna) ,
Kona, as a national park.

Acknowledges receipt of Resolution No. 250 regarding
General Lyman Field and responds to Items 2 and 3 of
the resolution.
Informs that the Legislature authorized the sale of
airport revenue bonds for the project so funds cannot
be released until the bonds have been sold but interim
financing has been provided so that the preliminary
planning is proceeding without delay.
Informs also that the Director of Transportation will be
happy to brief the Council on the status of this project:

Inventory of All Air Pollution Sources in the County of
Hawaii
Submits a report entitled, Air Pollutant Emission
Inventory for the County of Hawaii, " which was prepared
by their Bureau of Sewers and Sanitation.
The report lists five categories as sources of emission:
Transportation, fuel combustion in stationary sources,
solid waste disposal, evaporating losses, and agriculture:
Receive and file and request the
Air Sanitation Bureau, Division of
the State Department of Health,
to submit a copy of their reports
on the sample readings of air
pollutant emission taken at the
Waiakea Health Center.

as a natural park.
