Suggests that a meeting be arranged by an appropriate committee on the Council so the questions can be discussed in depth: Receive and file. Comm. 574: GUN CONTROL ORDINANCE swC'r,w,, 574.1: Law Clerk submits a copy of a model gun control ordinance along with comments from Police Chief Anthony Paul. Recommends that no action be taken on the proposed ordi- nance until their study of County jurisdiction in. this area is completed: Receive and file. loomm. 809: HELICOPTER SERVICES 4, Mayor Kimura submits a feasibility report prepared by the Police Department on helicopter services for the �° County of Hawaii: Approve and adopt the report as submitted by Mayor Kimura. MATSUMOTO - 1142 Ainaola Drive Attorney John T. Ushijima informs client wishes to build store addition and residence on property but must meet several conditions of the Planning Department before proposed plan is approved; request County condemn his property as soon as possible in order that he may proceed with the planning and construction of the proposed addi- tions: 945.1: Planning Director Suefuji recommends that County not acquire the area within the proposed right-of-way line along Ainaola Drive and Kupulau Street; if Mr. Matsumoto does not want to set his building as back as required, 30 feet from Ainaola Drive and 40 feet from Kupulau Street property lines, he can apply for a variance from the setback requirements: Recommend acquire proposed right-of-way for future street widening only in those areas where money has been appro- priated in the C IP for streets where street widening is contemplated; acquiring future road widening strips in piecemeal fashion whenever property owners apply for building permit is not a sound fiscal practice for the County to follow: a, ,,, .945.2: Planning Director submits following reply to questions: (1) Recommends that the County not acquire land on an on-the-spot basis; (2) Submits a report and breakdown on the num- ber of dwellings on the mauka and makai side of Kupulau Street and the approximate front yard setbacks; If the County wants to acquire only one side of Kupulau Street, the zoning map will have to be amended to show that the widening will be only on one side of the street; (3) There is an appropriation of $100,000 under the present CIP earmarked for acquisition of right-of-way. Accept the recommendations of the Planning Director and inform the writer of Communication 945 of the action taken. (Mrs. Yadao declared a possible conflict of interest and abstained from voting.) • PEDLC-36 - 3 - August 20, 1970 c Comm. 985: HAWAII HOUSING AUTHORITY - COOPERATION AGREEMENT Mayor Kimura transmits for approval Resolution 269 authorizing the Mayor to execute the Cooperation Agreement by and between Hawaii Housing Authority and the County in order to prepare applications for some 200 Federally-aided low-rent public housing in the County of Hawaii: Approve and recommend adoption of Resolution 269. Comm. 988: BOISE CASCADE Robert E. Coy, Project Manager for Waikoloa Project, submits the following proposal for increased standards in Boise Cascade' s Waikoloa development: For collector streets with 60' right-of- way, the streets will have 40 ' wide paving, with AC curb on both sides. For minor streets and cul-de-sacs, with 50' right-of-way, the streets will have 20' wide paving, with AC curb on one side only, depending on which sides is used for drainage. Accept the proposal as submitted by Mr. Robert E. Coy, Project Manager, for the Waikoloa Project. ORDINANCES 'Bill 723: CODE OF ETHICS Comm. 441.1: Father Joseph Matheis, Chairman, Board of Ethics, trans- /mits for approval a copy of the proposed Bill for an Ordinance- relating to the Code of Ethics: Approve and recommend passage of Bill 723 on second and final reading with the following amend- ments: Sec. 5-C - delete the words (Page •2, line 27) , "to the public and" ; Sec. 8-A(3) - delete the words (Page 7, lines 14 and 15) "a request by the party being com- plained against" and insert in lieu thereof the words "the request of the County officer or employee involved" ; to_read the same as Sec. 8-A(2) , page15, line 27; III f .PJDLC-36 - 4 - August 20, 1970 Bill 723: Sec. 9 - delete the words (Page 9, Comm. 441.1: lines 8 and 11) "subsection B(1) (Con't.) and B(2) above" and insert in lieu thereof the words "Section 8-B(1) and Section 8-B(2)" ; delete the words "or individual" . 'Bill 724: TAXI - BAGGAGE CHARGES A proposed Bill for an Ordinance to amend Ordinance 38 regarding baggage charges: Approve and recommend passage of Bill 724 on first reading. RECOMMENDATION A«, .,_ No . 1: Amend the Taxicab Ordinance by deleting Section 2-C "No person shall be issued a driver permit unless he shows that his principal occupation will be that of a taxicab driver" .
