Yadao , Sister City Relationship Committee Chairman, submits for information a report on the sister city relationship which the County of Hawaii has accepted since 1961 to date : Receive and file. Comm. 1047: EMERGENCY RUTTIS AND REGULATIONS FOR ACT 105 Bill Cook, Special Assistant on Housing and Chairman, Hawaii Housing Authority, transmits two copies of the emergency rules and regulations for Act 105, adopted by the Hawaii Housing Authority and approved by Governor John A. Burns : /S C-1047.1: Megumi Kon submits resume of Emergency Rule I: Ratify Emergency Rule I of the Hawaii Housing Authority implementing Act 105. Comm. 1058: AMENDMENTS TO ORDINANCE NO. 38 - TAXICAB ORDINANCE Due to the ramification of the proposed amendments and the resulting factors, Deputy Co.Lporation Counsel asks that action be deferred on this matter so that they may clarify the question of constitutionality and standards involved: r�S«. 0 - 1058.1 : Deputy Corporation Counsel suggests referring the problem of taxicab regulations over to an administra- tive department or agency. Such an agency, he believes, could work together with the committee to resolve the situation by providing effective standards and guide- lines to regulate the taxicab business in Hawaii County: Refer to the Finance Director to set up effective standards and guidelines to regulate the taxi- cab business of this County for ADOPTED: Nov. 5, 1970 Report No. .» File No. PEDtC .....»� D M. Comm. 1063: LEGISLATIVE PROPOSALS PRESENTED AT HAWAII STATE CONFERENCE OF LIQUOR COMMISSIONS, SEPTEMBER 23-25, 1970, AT LIHUE, KAUAI Director, Department of Liquor Control, transmits the legislative proposals of the Maui Liquor Commission and the adopted actions of the Hawaii Liquor Commission on same. Requests the Council' s concurrent approval to the actions taken on the proposals: Concur with the actions of the Hawaii County Liquor Commission on the concept of the proposals. (Following the meeting of the • Hawaii State Liquor Commissions, Mr. Kuniyoshi will submit the proposals in its final form to Committee.) < c-/nb3/PLt2,ce-e'� Ak-c- Comm. 1065: CONSTRUCTION OF HIGH-RISE BUILDINGS IN KAILUA-KONA Andrew Levin, Resident Counsel, Legal Aid Society of Hawaii, believes that the construction of Kona Alii Condominium, Kailua Village Condominium and Dolphin Condominium would be in violation of the laws of the County of Hawaii and the reasons for their belief are out in their letter sent to the PlanningDepartment set (attached) ; and requests the Council' s immediate attention to this matter: Deny the request and inform Mr. Levin that the Council passed Ordinance 341 with the knowledge thatwere ermits beingissued P in accordance with the laws in effect at that time. Comm. 1073: RULES OF PRACTICE AND PROCEDURE OF Ti±I HOUSING ADVISORY AND APPEALS BOARD Chief Engineer submits for review and approval and for filing by the County Clerk, four sets of the Rules of Practice and Procedure of the Housing Advisory and Appeals Board, which was created under Section H-203 of Ordinance No. 94 (Housing Code) : 410PEDLC-42 - 3 - October 29, 1970 Comm. 1073: Approve the rules of practice (Con't.) and procedure of the Housing Advisory and Appeals Board.
