No . 999: TRANSPORTATION STUDY Research and Development Director John Farias submits for consideration Res. 274 for passage and a draft of the application requesting a cash grant of 544, 200 to be matched with 516,600 cash and 55, 500 in-kind by the County: /& -999 .lt Research and Development Director submits two proposals for a bus transit study for the County of Hawaii from W. C . Gilman and Company, Inc . ($47, 000) , and from Alan M. Voorhees and Assoc . , Inc . ($47,425 ) . Acu ' - No . 1130: COUNTY GOVERNMENTAL IMMUNITY FROM TORT CLAIMS Councilman Yamada submits for disposition, information regarding County governmental immunity from tort claims: Support as a part of the County's legislative program at the next session. of the Legislature and request the other counties for supporting legislation. No . 1138: REMOVAL OF SAND - APPLICABLE LAWS Deputy Corporation Counsel informs that under Act 136, the State has made it illegal to remove sand for any purpose, except for reasonable domestic, non-commercial use, within the shoreline setback area, with a few exceptions: Receive and file . (Action taken on C-115$) 4 C- No . 1142 : PAN PACIFIC FOUNDATION PROPOSAL Helene Hale, Chairman, Pro-tem, Ad Hoc Committee to Establish a Pan Pacific Foundation, submits for consideration a proposal for a Pan Pacific Foundation and a Pan Pacific Plaza: Cooperate with the Pan Pacific Foundation and request the Council Chairman to appoint a representative from the Council to be a member of the Ad Hoc Committee . • 111 PEDLC-45 - 3 - Dec . 9, 1970 No . 1144: UNITED AIR LINES AIR CARGO RATE INCREASE Peter K. Hauanio, President, Hawaii Papaya Industry Association, requests the Council's support to write to the CAB, Washington, D C . , that the present air cargo rate be maintained: /&( No . 1145 : Simeon Enriquez, President, Big Island Papaya Growers ' Association, requests the Council's support by writing to the CAB to oppose the air cargo rate increase requested by United Air Lines : No . 1147: Council Chairman submits for information, copies of communications from the Hawaii Papaya Industry Association to the Director of the Department of Research and Development regarding United Air Lines ' request for a fare increase for papaya outshipments to the mainland, and Mr. Farias ' reply: Receive and file ; and inform of Council's action on Resolution 299 . j6c_„ _ No. 114$: HARVESTING KOA - LAUPAHOEHOE FOREST RESERVE Earl Pacheco, President, Island of Hawaii Fish and Game Association, informs that they strongly oppose the implementation of the Koa harvesting program at the Laupahoehoe Forest Reserve by Blair Industry, and urges that the State Department of Land and Natural Resources reconsider its decision: Refer to the Department of Land and Natural Resources for their consideration. No . 115$: BILL FOR AN ORDINANCE RELATING TO REMOVAL OF SAND Deputy Corporation Counsel submits Bill No . 762 relating to the removal of sand : Approve and recommend passage of Bill No . 762 on first reading. RESOLUTIONS Res . 296 : STREET NAMES Naming of streets in the County of Hawaii : Kaniahiku House Lots, Kaniahiku, Puna, Hawaii Naele Road - meaning rock crevice, as in the sea; full of holes, chinks Halelo Place - meaning jagged, rocky; rocks Mako Way - meaning rough, rocky; large : (Intr. L 411 411 PEDLC-45 - 4 - Dec . 9, 1970 Res . 299 : AIR CARGO RATE INCREASE Resolution by the Council of the County of Hawaii that it go on record as being against the proposed increases in shipping rates between the mainland and Hawaii : (Intr. No . 1: HAWAIIAN HOMES DEVELOPMENT - VARIANCE Approve the request of Hawaiian Homes Development for a variance to erect a model home at the corner of Kamehameha Avenue and Mauro:. ., Street for a temporary period, and refer to the Corporation Counsel for proper implementationc-iaaawa,e.---4 (Greenw.ell/De Luz) No. 2: PAN AMERICAN AIRWAYS - CURTAILMENT OF SERVICE INTO HILO Refer to the Planning, Economic Development, and Legislative Committee Chairman to carry through as he sees fit and to make his recommendation at the next Council meeting on requesting the Civil Aeronautics Board, in order that Pan American Airways can continue to serve Hawaii, that some consideration be given to Pan American Airways to serve inland cities on the mainland .
