PLANNING, ECONOMIC DEVELOPMENT AND LEGISLATIVE COMMITTEE REPORT NO 47 Councilmen County of Hawaii • Hilo, Hawaii The following are the recommendations of the Planning, Economic Development and Legislative Committee which were considered at its meeting of January 22, 1971: Comm. 957.1: BTLT, NO. 722 - COUNTY TRANSPORTATION COMMISSION Councilman Souza requests that the Planning, Economic Development, and Legislative Committee consider Bill No . 722, separately from any transportation study: a - 957.3: Councilman Souza submits for consideration, a revised version of Bill 722 for the Regulation of Common Carriers in the County of Hawaii: Approve and recommend passage of revised Bill 722 on first reading. (Opposed: Messrs. De Luz, Edwards and Yamada) t -e- 999.2: TRANSPORTATION STUDY Director, Department of Research & Development, requests adoption of Resolution No . 311 for a County application for a U. S. Department of Transportation technical , studies grant. The application requests for a cash grant of $31,616 to be matched with $15,808 of in-kind services by the County: File Resolution No . 274. No. to/cS Date: JAN 2 7 1971 • 411 PEDLC-47 - 2 - January 22, 1971 /Lc) Comm. 1130.1: COUNTY GOVERNMENTAL IMMQNITY FROM TORT CLAIMS City Clerk informs that the subject matter has been referred to the Legislative Committee of the Hawaii State Association of Counties: 4 C -- 1130.2: County Clerk, County of Kauai, informs that the subject matter has been referred by the Council of the County of Kauai to its Legislative Committee for study and a report: 1130.3: PEDLC Chairman submits a Bill for an Act Relating to Tort Immunity for Counties and County Employees, which was submitted to the last Legislature by the City and County of Honolulu: ,cam C - 1130.4: County Clerk, County of Maui, informs that the subject matter has been referred by the Council of the County of Maui to its State and County Relations Committee for consideration: Reaffirm position of supporting as a lobbying item and recommend that the Bill for an Act Relating to Tort Immunity for Counties and County Employees be introduced at this session of the Legislature. Inform other counties of the action and request their support. Comm. 1160: KA ILUA NEI PROGRAM Councilman Yamada submits for consideration, a letter from Frank Zuzak of the Kailua Nei regarding their program for the preservation and restoration of the village of Kailua and their request that the Council take positive action to close Alii Drive through the village to truck traffic : 1160.1: Councilman Yamada submits for disposition, a letter from Frank Zuzak regarding their petition to close the village portion of Alii Drive to heavy trucks: Receive and file.
