Comm. 1227: DEPARTMENT OF TAXATION'S TAX PROPOSALS Ralph W. Kondo, Director of Taxation, submits for information and consideration, copies of the Department of Taxation' s tax proposals (Q-Bills) for the 1971 legislative session concerning the following: 1. Q...2(71) Relating to Public Money and Public Contracts 2. Q-13(71) Relating to Real Property Taxes and the Elimination of the Home Exemption Schedule 3. Q-16(71) Relating to Real Property Taxes and the Determination of Tax Rates 4. Q-17(71) Relating to the Determination of Real Property Tax Base and Rate. Item 1 - Receive and file. Items 2, 3, and 4 - Refer to Finance Committee. Lc, Comm. 1242: TAX PROPOSALS Councilman Yamada submits for consideration and disposition a news article on tax request proposals submitted to the State Legislature by Mayor Frank Fasi: Recommend support of the following items for the time being: Item 3. Liberalizing proce- (Con°t.) dures counties must follow in investing prepaid assessments for improvement districts. Item 11. Allowing University students and other bona fide residents temporarily out of the State to obtain Hawaii license plates for cars pur- chased on the Mainland. Item 13. Amending the State obscenity statute to conform with recent U. S. Supreme Court decisions. Item 14. Prohibiting the sale of master keys to unauthorized persons. Item 16. Allowing restricted wiretapping by local law- enforcement agencies. Item 17. Liberalizing provi- sions for the disposal of abandoned autos which have little or no value. (Remaining items will be discussed by the Committee at a later date.) (Oppose: Mr. Edwards and Mr. Greenwell) £-«- Comm. 1251: LOITERING AROUND SCHOOL PREMISES BY OUTSIDERS Council Chairman submits copy of letter from Mr. George M. Hiraoka, President of the Waiakea Intermediate School, requesting that the Council look into an anti-loitering ordinance around the Waiakea Intermediate and Elementary School areas during the school hours: Request the Corporation Counsel to submit his opinion to the Council in writing and to send a copy to the writer of this communication and to the polic department. < > ? - /. 5i./nom©4<1 -57 • • PEDLC-49 - 3 - February 18, 1971 Comm. 1258: TRANSPORTATION COST ESTIMATE - SENIOR CITIZEN CENTERS (Rec. 1/PEDLC-40) Director, Department of Research and Development, informs that the transportation cost estimate for Senior Citizen Centers is $215840 per annum. The cost estimates are for 11 centers, 9 of which are already existing and 2 proposed: Receive and file. (Information only.) Bill 766: AMENDMENT TO CODE OF ETHICS Amends Ordinance No. 337, Code of Ethics: Approve and recommend passage of Bill 766 on second and final reading. Bill 767: REZONING REQUEST - ANNIE K. K. KAOLOWI KIHALANI HOMESTEADS, LAUPAHOEHOE, NORTH HILO (TNK: 3-5-5:Portion of 3) Amends Section 7.15 of Ordinance No. 63, to change the district classification from Agricultural 20 acres (A-20a) to Single Family Residential 10,000 square feet (RS-10) in Laupahoehoe: Approve and recommend passage of Bill 767 on first reading. Bill 774: REZONING REQUEST - KE LAKEKUA RANCH, LTD. K ILOA 1 & 2 & WA IPUNAULA, SOUTH KONA, HAWAII (TMK: 8-2-01:1) Amends Section 7.03 of Ordinance No. 63, to change the district classification from Agricultural 1 Acre (A-1a) to Village Commercial 10,000 square feet CV-10) in Kiloa 1 and 2 and Waipunaula, South Kona: Approve and recommend passage of Bill 774 on first reading.
