HomeMy WebLinkAboutREP PEDLC 050 03/11/1971 1969-1972 PLANNING, ECONOMIC DEVELOPMENT AND LEGISLATIVE COMMITTEE • REPORT NO 50 • Councilmen County of Hawaii Hilo, Hawaii The following are the recommendations of the Planning, Economic Development and Legislative Committee which were considered at its meeting of March 11, 1971: /Sec Comm. 1242: PROPOSED LEGISLATION Councilman Yamada submits the following items on proposed legislation submitted to the State Legislature by Mayor Frank Fasi for consideration and disposition: • Item 10. Adding 4 per cent to bids received from Mainland firms for State or County contracts. The added sum would be in lieu of payment of Hawaii excise taxes and would equalize competition with local firms: Support. Item 6. Adjusting the State' s assessment garnl =1==e:7 collection Oppose. Item 1. Giving each county 15 per cent of the State income taxes -collected in that county.: • Item 2. Transferring to the State bonded indebtedness incurred by the counties for school construction. The State took over the schools in 1965, but left the ' debt with the counties: Item 4. (Con't.) the State excise taxes the county paid for the purchase of services, supplies and equipment : . Item 7. Eliminating provisions in the law requiring the State to retain from property taxes sums necessary to pay interest and principal .on State bonds issued in behalf of the counties: • Item 9. Increasing the motor-vehicle registration • fee by 50 cents to provide a fund for the disposal of abandoned vehicles: Item 12. Roehrig transmits for comments or suggestions the following bills and . resolutions relating to agricultural matters: H.R. 92 - Requesting a study to recommend incentives for encouraging farmers to enter agricul- tural cooperatives. H.B. 17 - Relating to state agricultural leaseholds. H.B. 21 - Relating to the farm loan program. H.B. 62 - Relating to the creation of an aqua- culture loan program. Support. H.B. 30 - Relating to agricultural marketing orders and agreements. • H.B. 635 -Relating to the exemption from real property taxation of poultry and livestock improvements. No position. (PEDLC Chairman notified the House Agriculture Committee Chairman of the actions taken.) • • 111 • PEDLC-50 — 3 — March 11, 1971 Comm. 128+: KOHALA SUGAR COMPANY Mrs. Helene Hale proposes that because of the news of the closing of Kohala Sugar the County declare Kohala a major disaster area and emergency powers be used to help the people of Kohala acquire the land and assets of Kohala Sugar and a true farmers' cooperative be formed to produce and manufacture sugar and any other profitable crops on that land, the County float industrial development bonds, and a task force be created to investigate her suggestions and other possible solutions : Receive and file in light of the House Concurrent Resolution requesting the Governor to appoint an action task force to save Kohala Sugar Company, and a copy of this House Concurrent Resolution be sent to Mrs. Hale. Comm. 1288: NEWS ARTICLE - F INANC 1AL AUDIT REPORT . Legislative Auditor transmits copy of letter to Mr. Leo A. H.B. 475 - Relating to leave or absence for educational or professional improve- ment of police officers Refer to Police Chief for comments and recommendation and report back to committee. • Bill 782: REZONING REQUEST - TAKUMI SHIRAKAWA, WAIOHINIU, KAU Proposes to change the district classification from Single Family Residential 15,000 square feet to Resort Hotel 1,500 square feet : Approve and recommend passage of Bill 782 on second and final reading. RECOMMENDATIONS $a•No . 1: The Council go on record supporting any bill • appropriating funds and giving high priority to the section of road from Hapuna to Anaehoomalu on the Kawaihae-Kailua Coastal Road.
