The following are the recommendations of the Planning, Economic
Development and Legislative Committee which were considered at its
meeting of July 8, 1971:
Comm. 934.4: } AUHOU SCHOOL SITE FOR A PLAYGROUND FACILITY
(C-934.3/YEDLC-51)
Governor Burns believes that it would not be advisable
to cancel the present executive order (No . 2261) and
re-set aside the area to the County for park purposes
until the relocation of the Department of Transportation
baseyard has been accomplished.
Request the Governor to reconsider his
action for the following reasons:
1. The area is presently not being
utilized by the Dept. of Trans-
portation for a baseyard.
2. Area is zoned RA.5 (Residential-
Ag.1/2A.) and a baseyard is not
compatible with the present zoning.
3. Site is used by the people in the
area for a playground.
4. The County has appropriated $21,000
to improve the playground.
5. The County will cooperate and assist
the Dept. of Transportation to find
an alternate site.
Comm. 1343: BUILDING PERMIT APPLICATION
Osamu & Naomi Tsutsui request that a building permit be
issued to build their home on Elm Drive (TMK: 2-2-55:05)
or the County purchase their lot. The Planning Department
had denied the building permit because of a proposed
flood. control easement within their property.

Gomm. 1343.1: 1) Setback shall be from existing property lines
inasmuch as the Dept. of Public Works may develop
the drainage ways as an easement.
2) The consultant has submitted revised plans showing
the proposed alignment following more or leas the
ditch easement as shown on their plot plan.

bomm. 1406.3: WEST HAWAII COMMITTEE - .AREAS OF CONCERN (C-1406)
Legislative Auditor refers to the PEDL Committee, the
following ''items listed in Communication 1406.1:
Item 6 - Appointments to commissions
Item 7 - Requests of legislature - lobbying
Item 10 - Economic development
Concurs with the comments of
the Legislatiky* Auditor and
add to item 7 the following:
"We have appropriated $250,000
for developing a recreational
center for Dona. We agree
Konawaena needs a new gym but
like anything else, it seems
it is a matter of priorities."

Committee.

CauAcil Chairman submits for information, the Kapaau
Development Corporation' s plans for Kapaau in Kohala.

on how we can legally comply with
their request.by the next PEDL
Committee meeting.

Representative Stanely H. Roehrig transmits for review
and file, a summary of some of the more important
agricultural measures passed during the last session
of the Legislature.

Comm. 1503: SHORELINE SETBACK
Herbert W. & Dorothy E. Bartlett feel tha a 1000 °
setback should be approved for all the islands to keep
the shoreline open to the public and not subject to
commercialization or closing to all.

CM-266: PROCEDURE FOR .SITE SELECTION FOR PUBLIC BUILDINGS
Comm. 1505: Planning Director reports on CM-266.
Request the Planning Director to
keep the Council apprised of any
information or whatever considerations
they have for the selection of sites
for public buildings prior to their
final decision.

Planning Commission submits for adoption, Bill No. 815
to change the district classification from Agricultural -
1 acre zone (A-la) to Single Family Residential 7,500
square foot zone (RS-7.5) in Kalamakumu, South Kona:
Approve and recommend passage of
Bill 815 on first reading.
Comm. 1538: PLANNED-UNIT DEVELOPMENT
Deputy Managing Director transmits for information, a
booklet on the Planned Unit Development (PUD) concept
published by FHA:

Res. 390: SANDY BEACH AT KAILUA BAY, KONA, HAWAII
Resolution requesting the Corps of Engineers, Department of
the Army, to initiate a reconnaissance study under the
small project program for the restoration of the sandy
beach at Kailua Bay, Kona, Hawaii:
Approve and recommend adoption of
Resolution 390.
Res. 391: WEST COAST DOCK STRTKF
Resolution requesting the Governor to use the powers and
influence of his office to bring the West Coast dock
strike to a speedy end:
Approve and recommend adoption of
Resolution 391.
RECOMMENDATIONS
No . 1: ALLOWANCE OF OUTSIDE TOMTITS
Requestt e hief gineer and the State Department
of Health to look into the problem of requiring inside
toilets where water is a problem (allow outhouses) and

Refer matter of acquiring the Carlsmith' s property as
an addition to James Kealoha Park to the Parks and
Recreation Director for comment and report back to
