HomeMy WebLinkAboutREP PEDLC 059 08/05/1971 1969-1972 PLANNING, ECONOMIC DEVELOPMENT AND LEGISLATIVE COMMITTEE REPORT NO 59 Councilmen County of Hawaii Hilo, Hawaii The following are the recommendations of the Planning, Economic Development and Legislative Committee which were considered at its meeting of August 5, 1971: A", Comm. 999.4: BUS STUDY GRANT APPLICATION Mayor informs that Hawaii County' s application for a $31,616 grant from the Department of Transportation, Urban Mass Transportation Administration, Washington, D. C. , has been approved: Receive and file. Comm. 1064: HOUSING SHORTAGE Councilman Yamada feels that the County should look into the area of county jurisdiction, information center, statistics and so forth to alleviate the housing shortage and submits some matters which could be considered during the discussion: 1064.1: Mayor submits the attached report from Megumi Kon, Deputy Managing Director, in response to C-1064: Ctr,.m .1064.2: Deputy Managing Director submits reply to C-1064.1 with comments on each of the concerns: Receive and file and request the administration to keep the Council posted on changes and new develop- ments in regard to C-1064. Ao Comm. 1105.1: CHOICE PROJECT Megumi Kon, Administrator Act 108 Projects, submits status report on Queen Liliuokalani CHOICE Project : Receive and file and thank Mr. Kon for his report. No. A?P71 Date: AUG 11 19716 A, YEDLC-59 - 2 - August 5, 1971 Sc Comm. 1187: COLOR BANDING OF UTILITY POLES - M-199 Chief Engineer recommends that investigation into this new program of providing color bands on utility poles as guide marks to particular tourist attractions, be delayed until such time as adequate manpower is available and programs for keeping up with their maintenance requests are established and functioning: 1514: Gene F. Wilhelm, District Manager, Hawaii Visitors Bureau, informs that he is opposed to color banding of utility poles for the reasons listed: 4-n,.1514.1: George Abe, Manager, Hawaii Island Chamber of Commerce, informs that they are most reluctant to the proposal of color banding of utility poles for many reasons and • suggests dropping this matter: Receive and file. /- Comm. 1513: HOUSING PROJECT John Hoag, President, Big Island Housing Foundation, reports that E Komo Mai, the FHA 236 low and moderate income housing will be ready for occupancy sometime in early September, 1971. Requests consideration of helping the Foundation acquire the present jail site for additional housing. This site (TMK: 2-3-23-5) consisting of 3.81 acres has to be rezoned for multi-family use: Recommend the County assist the Big Island Housing Foundation in acquiring the jail site provided that (1) the County jail is transferred to the State or (2) the County is successful in contracting with the State to keep the prisoners at Kulani. (Opposed: Mr. Edwards and Mr. Greenwell) Comm. 1527: HILO PUBLIC SAFETY BUILDING Mayor submits for information a status report on the Hilo Public Safety Building: Receive and file. CHOW HALEKAMAHINA, PUNA (TMK: 1-4-01:42) Planning Commission submits for adoption, Bill No. 811 to change the district classification from Agricultural - 3 acre zone (A-3a) to Agricultural - 1 acre zone (A-la) in Halekamahina, Puna: Approve and recommend passage of Bill 811 on first reading. (RS-7.5) to Village Commercial 7,500 sq. ft. (CV-7.5) in Kawanui 1st, North Kona: Approve and recommend passage of Bill 812 on first reading. 4cci Comm. 1533: REZONING REQUEST - IWAO JY0 HONUAINO 3rd, NORTH KONA Planning Commission submits for adoption, Bill No . 813 to change the district classification from Single Family Residential 10,000 square foot zone (RS-10) to Village Commercial 10,000 square foot zone (CV-10) in Honuaino 3rd, North Kona: Approve and recommend passage of Bill 813 on first reading. &A- Comm. 1534: REZONING REQUEST - ERNEST AOKI KEOPUKA, SOU'Th KONA (TMK: 8-1-15:Portion of 27) Planning.
