The following are the recommendations of the Planning, Economic Development
and Legislative Committee which were considered at its meeting of September 2,
1971:

Comm. 1484: KAPAAU, KOHALA - DEVELOPMENT PLANS
Council Chairman Matayoshi submits for information and file
letter from D'Arcy G. Rothwell, Realtor, regarding the Kapaau
Development Corporation's plans Kapaau, Kohala, to create a
fairly authentic reproduction of a town in Hawaii 100 years
ago; informs that the old Courthouse is an excellent example
of the "Plantation" period and is hopeful of persuading the
County to allow them to move it to their property at their
expense:
Ace, C-1484.1: Deputy Corporation Counsel informs a request should be filed
with the Finance Director by the department having control
over the courthouse setting forth:
(1) name and official position of applicant
(2) kind of property and full description thereof
(3) purposes for which property is used
(4) estimated value of property
(5) reasons for selling, exchanging or otherwise
disposing of the property

44- Couuu. 1566: STREET NAMES - NAALEHU, KAU
From Planning Commission dated Aug. 13, 1971, recommending the
adoption of attached Resolution No. 394 to legally name the
following roadways in the Naalehu Subdivision:
"Niu Street" - meaning coconut
"Maia Street" - meaning kinds of bananas
"Poha Street" - meaning a kind of yellow fruit
Approve and recommend adoption of
Resolution No. 394.
AL, Comm. 1567: KEAUKAHA - PROPOSED BUILDING MORATORIUM & DOWNGRADING OF ZONING
From Kenneth Griffin, Pres. , Hawaii Island Board of Realtors,
dated Aug. 17, 1971, informing that a moratorium on building
should not be considered before some type of study and much
thought has gone into the matter:

1574: SEASIDE TRAIL PROPOSAL - KONA AIRPORT TO KEAHOLE AIRPORT
From A. L. Draeger, Pres. , Kona Chamber of Commerce, dated
August 9, 1971, endorsing the concept of a seaside trail,
extending northward from the old Kona Airport to Keahole
Airport, as conceived by Mrs. Virginia Brooks of the State
Land Division, and requesting consideration to incorporate
this concept into the pending County General Plan:

Comm. 1575: ALLOWANCE OF OUTSIDE TOILETS (Rec. 1/PEDLC-59)
From Chief Engineer dated Aug. 18, 1971, informing that they
have been following the Rules and Regulations of the State
Department of Health for installation of outhouses in areas
where water supply is a problem:

Motion 275: AMENDMENT ZONING ORDINANCE 63
Refer the matter of amending Ordinance No. 63 to allow
additions to existing residences within resort areas in the
County of Hawaii to PEDLC for further discussion.

Accept and file and that this be referred
to the Planning Director for his consideration
in the inclusion of the Zoning Ordinance.
RECOMMENDATION
1: Research and Development Office be asked to explore attracting
from major U. S. companies for the establishment of branch
operations in Kohala and that the Corporation Counsel's
Office review existing legislation covering tax exempt status
for this purpose. (Edwards/Hisaoka)
