The following are the recommendations of the Planning, Economic
Development and Legislative Committee which were considered at its
meeting of December 13, 1971:
COMM. 1450.6: HITCHHIKING LAWS (C-1450.3, 1450.4, 1450.5/PEDLC-61)
From Philip D. Hooton, Chairman, Highway Safety
Council, dated November 15, 1971, informing that
Act 150, the new State Traffic Code, will take
effect on January 1, 1972, and under this Act
hitchhiking is prohibited, unless otherwise
provided by County ordinance which means that
Ordinance No . 39 will still be binding, that
persons may solicit rides as long as they do not
stand on the paved portion of the highway. They
do not offer any suggested changes in existing
legislation.

COMM ISS ION
From Director of Finance dated November 17, 1971,
transmitting for the Council ' s approval, the
"Rules and Regulations of the County Transportation
Commission. " The rules and regulations were adopted
on October 21, 1971, by the commission after notice
and public hearing in accordance with law.

i. COMM. 1742: HAWAII HOUSING AUTHORITY
COOPERATION AGREEMENT FOR MORE PUBLIC HOUSING UNITS
From Deputy Managing Director dated December 6, 1971,
transmitting letters from the Hawaii Housing
Authority pertaining to an agreement to authorize
100 more HHA public housing units in Hawaii County
and a resolution authorizing the requisitioning
of leased housing allocation for Hawaii County.
Recommends early and favorable actions on the two
requests by the Hawaii Housing Authority.
Approve both requests.
Ask the Hawaii Housing
Authority to consider
housing in the Waimea area.
