HomeMy WebLinkAboutREP PEDLC 069 01/03/1972 1969-1972 • • PLANNING, ECONOMIC DEVELOPMENT AND LEGISLATIVE COMMITTEE REPORT NO 69 Councilmen County of Hawaii Hilo, Hawaii The following are the recommendations of the Planning, Economic Development and Legislative Committee which were considered at its meeting of January 3, 1972 : COMMUNICATIONS iNo. 1599 : LICENSING-TRAINING PROGRAM (Rec. 3/PEDLC-59) From Mayor Kimura dated September 8, 1971, submitting for information regarding the licensing and training of truck drivers in the County of Hawaii. �r C- 1599. 1: From William B. Walter, Chairman, Big Island Traffic Safety Council, dated November 24, 1971, expressing their unanimous support of the licensing-training program for drivers of trucks and buses with the following suggestions : a. Since the island of Hawaii is large and its districts spread out, it would be helpful to establish more than one testing area. b. In order to fully implement the program, several police officers should be trained for administering the tests. c. The County government should request the State of Hawaii Public Utilities Commission to assign one full-time inspector to this island to enforce this program. Also expresses his support for the position of the Police Department to require the testing of applicants for license renewal. Receive and file. ADOPTED: January 6, 1972 Report No. 69 ............�. No. /-C-0 — Date: JAN 61972 �. i • PEDLC-69 - 2 - January 3, 1972 /No. 1659 : TAX EXEMPT STATUS OF BUSINESS CORPORATIONS(Rec. l/PEDLC-61) From Assistant Corporation Counsel George Yuda dated October 8, 1971, submitting a report of their review of A4 existing legislation covering tax exempt status of business corporations for the purpose of attracting W major U. S. companies in Kohala. 1659. 2 : From Deputy Director Lloyd Sadamoto of the Dept. of Research and Development dated December 20, 1971, recommending that the Council request the Corporation Counsel to draft a short-form bill relating to "tax exemption for business corporation. " Upon passage of the short form on first reading which would include the intent as to goals and objectives, the resources of the Legislature would be utilized to develop the details necessary in accomplishing the stated goals and objectives. Receive and file, and request the Corporation Counsel to draft a short-form bill relating to tax exemption for business corporation, as recommended by the Deputy Director of the Dept. of Research and Development. No. 1704. 1: MIL-KA-KO FISH COOP From Bill Barney dated December 15, 1971, transmitting photographs of the government surplus equipment that was mentioned in his report concerning Mil-Ka-Ko. 1704. 2 : From Thomas Mercer, Regional Director, Office of Economic Opportunity, dated December 15, 1971, acknowledging receipt of Mr. Bill Barney' s report and transcripts of the Committee and Council meetings. They have requested written comments on the Fish Coop report from Mil-Ka-Ko, and as soon as they have examined all the facts available, they will submit a report on what actions, if any, the Regional Office will take in regard to Mil-Ka-Ko. Receive and file • • PEDLC-69 - 3 - January 3, 1972 No. 1723 : LIMITATION OF USAGE OF PROPERTY - HAWAIIAN HOME LANDS Copy of a letter from Andrew Levin, Resident Counsel of Legal Aid Society of Hawaii, to the Planning Director, Pq dated November 12, 1971, requesting that a legal opinion be obtained from the Corporation Counsel whether the County of Hawaii can limit the usage of property that retains that status of Hawaiian Home Lands : 1723. 1: Copy of a letter to the Planning Director from the Corporation Counsel dated January 3, 1972, responding to the request for an opinion on whether our County zoning ordinance is applicable to certain lands under the jurisdiction of the Hawaiian Homes Commission. Advises of the opinion that the available lands which are leased to native Hawaiians for use and occupancy for residential or agricultural purposes pursuant to Secs. 207, 208, 209, and 210 of the Hawaiian Homes Commission Act are not subject to the zoning restrictions of this County: Receive and file, and a copy of the Corporation Counsel ' s opinion be sent to the Keaukaha-Panaewa Community Association. NINOLE-PUNALUU AREA, KAU (TMK: 9-6-01 & 9-5-15) From Planning Commission dated December 14, 1971, recommending approval of the proposed bill (No. 838) to change the district classification from Agricultural (A-20a) to Single Family Residential (RS-20) zone and from Open (0) to Single Family Residential (RS-7. 5) , Multiple Family Residential (RM-2) , Village Commercial (CV-10) and Resort-Hotel (V-1. 5) zones in Ninole, Wailau, and Punaluu, Kau. Approve and recommend passage of Bill No. 838 on first reading. .~ III III PEDLC-69 - 4 - January 3, 1972 j. e- No. 1769 : HAWAII LIQUOR COMMISSION - PROPOSALS From Director of Department of Liquor Control dated December 20, 1971, transmitting two proposals adapted by the Hawaii State Conference of Liquor Commissions which will be submitted to the forthcoming legislature. Approve of the proposals for submission to the State Legislature. MOTION /M-289 : PEDL Committee to discuss the Kaloko Ponds Study Bills (H.R. 11774 and S. 2908) at its next meeting and request that the Mayor or his representative be present to discuss the County' s reason for having the report done by John Belshe & Associates for that area.
