Zuzak, Chairman, Kailua District Committee, Kona Chamber of Commerce, dated January 4, 1972, requesting an up-to- date report on their request to provide up to $65,000 for planning funds for preparation of the Plan for the Village of Kailua. Transmit a status report on this matter to the writer of the communication. COMM. 1643. 1: ACQUISITION OF SCHWARTZ PROPERTY IN KEAUKAHA From Robert Kim, Chairman of Youth Advocates , dated January 6, 1972 , requesting the County of Hawaii to acquire the Schwartz property ( approximately 1. 9 acres ) and develop it into a park: Authorize the administration to negotiate for the acquisition of the subject property. " Upon passage of the short form on first reading which would include the intent as to goals and objectives , the resources of the Legislature would be utilized to develop the details necessary in accomplishing the stated goals and objectives. Request the Corporation Counsel to draft a short-form bill relating to tax exemption for business corporation, as recommended by the Deputy Director of the Dept. of Research and Development. S/�ct C Comm. 1665. 1: OHIA DECL.INE (M-278) From Bruce McCall for Mayor dated December 20 , 1971, informing that the following interim steps have been taken in regard to the ohia decline: 1. Appealed to the Governor for assistance in establishing a coordinated and continuing program of forest pest control and requested that State funding be released for research as well as aid in finding funding sources. 2. Requested that the University administration and the Board of Regents support research of Hawaiian forest ecology and diseases and the expansion of such research. 3. Contacted the Institute of Pacific Islands Forestry to request the status of ohia projects in regard to a federal allocation of $240, 000 from the Congress for Hawaiian forest research. Committee on Environment and Ecology, dated October 18, 1971, transmitting a proposed bill to clarify, consolidate, and make uniform the current statutes relating to environmental pollution in Hawaii, with an accompanying chart showing many of the changes. 'Comm. 1723: LIMITATION OF USAGE OF PROPERTY - HAWAIIAN HOME LANDS Copy of a letter from Andrew Levin, Resident Counsel of Legal Aid Society of Hawaii, to the Planning Director, dated November 12 , 1971, requesting that a legal opinion be obtained from the Corporation Counsel whether the County of Hawaii can limit the usage of property that retains that status of Hawaiian Home Lands: 1723. 1: Copy of a letter to the Planning Director from the Corporation Counsel dated January 3 , 1972 , responding to the request for an opinion on whether our County zoning ordinance is applicable to certain lands under the jurisdiction of the Hawaiian Homes Commission. Advises of the opinion that the available lands which are leased to native Hawaiians for use and occupancy for residential or agricultural purposes pursuant to Secs. 207, 208, 209, and 210 of the Hawaiian Homes Commission Act are not subject to the zoning restrictions of this County: 1723. 2: From Corporation Counsel Wendell Kimura dated January 11, 1972 , advising that the opinion that was rendered to the Planning Director on January 3 , 1972 may be considered as being addressed to the Council: Accept opinion of the Corporation Counsel. Comm. 1742. 1: COOPERATION AGREEMENT FOR ADDITIONAL PUBLIC HOUSING UNITS FOR THE COUNTY OF HAWAII From Yoshio Yanagawa, Executive Director, Hawaii Housing Authority,dated December 28, 1971, expressing thanks for keeping them appraised of the Council ' s action on their request regarding resolutions for Section 23 Leased Housing and a Cooperation Agreement for additional public housing units for the County of Hawaii. Informs that they will be happy to consider andtake a close look at the housing need for the Waimea area. Receive and file communication and request that a proper resolution for the Waimea area be prepared to be transmitted to the Hawaii Housing Authority. .
