Receive and file, and request the administration to express the Council's support for the proposal by Robert E. Burgan and Wesley H.C. Wong,Jr. to study the decline of ohia and koa forests in Hawaii and encourage the State to make the funds available for the aerial photography to complete this proposal. �No. 1757: CHANGES IN THE COUNTY GENERAL PLAN MALANI & CHUN PROPERTIES - KEALAKEHE, NORTH KONA (TMK: 7-4-04: 15, 17, 18, 19) From Theresa Malani, Ernest Chun and Bernard Chun, principal owners of Parcels 15, 17, 18, and 19(TMK: 7-4-04) , Kealakehe, Kona, requesting the designation of these areas for multiple housing (garden apartments) , one unit per 1500 sq. ft. for inclusion in revisions to the General Plan. Should conditions change in the future, an amendment to the allocation map where "general location" is concerned can be entertained although the policies and standards must still be adhered to. RECOMMENDATION to. 1: Request the Corporation Counsel for an opinion on whether the, County can legally stop the construction of a facility once a permit has been issued and construction started. Support the principle of No-Fault Insurance. HB 1659-72: Relating to regulation of certain uses of parked vehicles. Council take no position at this present time. HB 1805-72: Relating to the establishment of the age of eighteen years or older as the age of legal capacity and responsibility. Council take a strong position in supporting this bill. HB 1877-72: Relating to the elimination of the residency requirement for medical licensure. Reconfirm the Council's previous support.
