HomeMy WebLinkAboutREP PEDLC 075 03/28/1972 1969-1972 • S PLANNING, ECONOMIC DEVELOPMENT AND LEGISLATIVE COMMITTEE REPORT NO 75 Councilmen County of Hawaii Hilo, Hawaii The following are the recommendations of the Planning, Economic Development and Legislative Committee which were considered at its meeting of March 28, 1972 : COMMUNICATIONS /No. 999.5 : HAWAII COUNTY BUS TRANSIT STUDY (fec. 1/PEDLC-71) From Director of the Department of Research & Development dated March 8, 1972, submitting a status of the Hawaii County Bus Transit Study received from Kenneth M. Bankston of Alan M. Voorhees and Associates. Receive and file. No. 1756 : COUNTY GENERAL PLAN - MODIFICATION From property owners with parcels fronting the mauka side of Kuakini Highway, from Kalanikai Hotel to the Trade Winds , requesting that these parcels presently zoned as resort areas be given the same density now allocated to resort parcels (1 to 750 sq. ft. ) directly across the street. % e - 1756,1 : From Planning Director dated March 1, 1972, informing that a rezoning request to a higher density zoning could be entertained and be reviewed by_:his department and the writers need only submit their application through the normal procedure. Informs also that preserving the small village atmosphere and keeping away from high densities in the resort areas were among the priority desires expressed by the people insKona when they answered their questionnaires and participated in the scores of meetings and hearings prior to this concept's adoption by the Council. No. 1794.7: KEAUKAHA COASTLINE From Planning Director dated March 2, 1972, informing that in recommendation (d) of his January 13 report which called for the acquisition of parcels 58, 59 and 19 of TMK: 2-1-17, there was an error in their computation of parcels 58 and 59 which should total 2.903 acresiinstead of 3. 325 acres as reported. In spite of the difference of approximately .5 acre, they feel that it does not alter their position of recom- mendation. Receive and file. Atue..- No. 1836.1: ANNUAL ARRANGEMENT WITH HUD From Mayor Kimura dated March 23, 1972, submitting for approval Resolution 489, approving the entering into of an Annual Agreement with HUD and authorizing the Mayor to execute such agreement. Approve and recommend adoption of Resolution 489. 4 8- No. 1875 : COUNTY OF MAUI - RESOLUTION NO. 45 From County Clerk James S. Ushijima dated March 6, 1972, submitting for consideration Resolution No. 45 entitled, "Requesting the Recognition, Preservation and Acceptance of Cockfighting in the State of Hawaii as a Cultural Heritage. " Council support Resolution 45. (Opposed: Mr. Yamada) 4.a, C- No. 1885 : H. R. 7661 - PAPAYA IMPORT From Mayor Kimura dated March 23, 1972, transmitting for consideration and approval a resolution supporting • • PEDLC - 3•. March 28, 1972 H. R. No. 7661 introduced by Representative Patsy T. Mink to the House of Representatives Committee on Agriculture. The enactment of this bill will in essence place similar restrictions on papayas imported from other areas as those from Hawaii and will be of tremendous benefit to the Big Island papaya industry. Approve and recommend adoption of Resolution 486. , .0-No. 1886 : HR 104 - HISTORIC SITES IN KOHALA DISTRICT From Mrs. Helen S. Baldwin dated March 14, 1972, requesting the Council to follow up through the Senate passage of House Resolution 104 for the preservation and development of historic sites in the Kohala district. Inform writer that the Council has already complied with her request. Au. C- No. 1896: APPLICATION - RESEARCH, DEVELOPMENT & DEMONSTRATION GRANT FOR AN ECOSTATIC CANE PROCESSING SYSTEM PILOT PLAN From Mayor Kimura dated March 24, 1972, submitting for approval Resolution 490, approving an application to the Environmental Protection Agency for a Research, Development and Demonsttation Grant for an Ecostatic Cane Processing System - Pilot Plan. Approve and recommend adoption of Resolution 490. ,fie, CM-306: HAWAIIAN HOME LANDS - KEAUKAHA Refer actions on Communication Nos. 1723.1 and 1723. 3 to PEDL Committee (at the request of Mr. Greenwell) . Request the Planning Director to expedite the Council's request. RECOMMENDATION No. 1: Council support for lobbying H.B. 1921-72 and 411 El/ PEDLC - 4 - March 28, 1972 RECOMMENDATION No. 1: S. B. 1569-72 relating to the preservation of agricultural lands through the establishment of agricultural preserves and modification of real property tax assessment procedures.
