The following are the recommendations of the Planning, Economic
Development and Legislative Committee which were considered at its
meeting of April 27, 1972:
COMMUNICATIONS
Ag C- No. 1665.4: OHIA DECLINE
From Tom K. Tagawa, State Forester, dated April 14,
1972, transmitting a letter from Harry Camp, Director
of the Pacific Southwest Forest and Range Experiment •
Station, concerning the completed negotiation between
the U. S. Forest Service and the University of Hawaii
for the ohia decline and related studies.
Receive and file, and inform writer
of the County's continuing interest
on this matter. Request Mr. Tagawa
to keep the Council informed of any
further developments.
& C . No. 1812.1: ' CONSUMER PROTECTION COMMITTEE
From Acting Corporation Counsel Clifford Lum dated
April 20, 1972, transmitting a resolution amending
Resolution No. 368 to include the Governor's Liaison
Officer as a member of the County Consumer Protection
Committee to promote better communication and working
arrangements between the County committee and the
State Office of the Consumer Protection.
Approve and recommend adoption
to Resolution 503.

From U. S. House Representative Patsy T. Mink dated
April 13, 1972, acknowledging receipt of Resolution 486
supporting H. R. 7661 and informs that a copy of this
resolution will be inserted in the Record of the Hearings
on this bill before the Agriculture subcommittee of
the House of Representatives.
1885.2: From U. S. House Representative Spark Matsunaga dated
April 13, 1972, acknowledging receipt of Resolution 486
and assuring that he will support the measure when
H. R. 7661 is considered in the Subcommittee and the full
Committee.

/No. 1922: COCKFIGHTING
From the Hilo Woman' s Club, presented and submitted by
Miss Kathryn Beveridge at the April 19 Council meeting,
reiterating their stand against "recognizing, preserving,
and accepting" cockfighting as a cultural heritage, and
to ask for some special legislation.

404A - No. 1923: TELECOMMUNICATIONS
From Mayor Kimura dated April 18, 1972, submitting for
consideration a resolution supporting Senator Daniel K.
Inouye' s position of trying to achieve a greater
measure of parity in telecommunications between Hawaii
and the State in the U. S. mainland and requesting the
Federal Communications Commission and other appropriate
bodies to eliminate these discriminatory practices.
Approve and recommend adoption of
Resolution 501. Request County Clerk
to transmit a copy of the resolution
to the County Consumer Protection Committee.

14o. 1925: HISTORIC PRESERVATION
From Sunao Kido, Chairman and Member, Board of Land and
Natural Resources, dated April 14, 1972, transmitting a
copy of their Department's Historic Preservation, 1971
Annual Report which outlines historic preservation
proposals for the significant North Kohala areas, discusses
the status of the statewide historic preservation survey
and plan and Iolani Palace restoration and other on-going
projects.
