The following are the recommendations of the Planning, Economic
Development and Legislative Committee which were considered at its
meeting of June 1, 1972:
COMMUNICATIONS
No. 1665.5: OHIA DECLINE
From County Clerk dated May 23, 1972, transmitting for
information a memorandum from the State Department of
Agriculture with regard to insect involvement in the
ohia decline.
AQ 1665.6: From County Clerk dated May 25, 1972, transmitting for
information the progress report on the ohia decline research
from the Department of Land and Natural Resources:

No. 1926: TOURIST ATTRACTION - TSUNAMI MEMORIAL
From Robert B. Paddock, Tourist Industry Committee of the
Hawaii Island Chamber of Commerce, dated April 19, 1972,
suggesting that a memorial be created to identify the
area inundated by the 1946 and 1960 tsunamis.
1926. 1: From Planning Director dated May 4, 1972 , recommending
that a "tsunami memorial" be erected either in the Waiolama
Canal or around the Kaiko' o complex ,near the visitor center
as it would be situated in a vast opefl area, making possible
the preservation of a desired atmosphere for reverence and
reflection and there would be sufficient back-up space to
fulfill the necessary parking requirements , while being
off a main arterial.
Endorse the recommendation of the
Planning Director and refer to
Mr. Paddock and his committee and
also to the Shinmachi Tidal Wave
Memorial Committee for comments.
4$f...) No. 1948: SENATE RESOLUTION NO. 318
From Clerk of the Senate dated April 14, 1972, transmitting
a certified copy of Senate Resolution No. 318, relating to
the displacement of civilian residents living on the Halawa
naval site, Aiea, Oahu, and requesting the respective
counties and state agencies to provide assistance to
persons displaced by project developments.

No. 1956: HONOLULU COUNCIL
LEGISLATIVE COMMITTEE REPORT
From Councilman Robert M. Yamada dated May 12, 1972,
submitting for review and comments , if any, a copy of the
Honolulu Council legislative committee report on the 1972
session.

AL- No. 1960: KONA CHAMBER OF COMMERCE BEAUTIFICATION COMMITTEE
From George V. Tharp, Chairman, Committee for Beautifica-
tion and Improvement of Kailua Village, Kona Chamber of
Commerce, dated May 16, 1972, requesting endorsement and
approval of their objectives which are to:
1. Establish a theme for the Village directly related
to the beautification and landscaping program.
2. Establish a $10,000 fund in order to accomplish their
objectives which will be solicited from property
owners , business entities and interested citizens.
3. Establish a liaison with appropriate County Depart-
ments which will allow them to seek their assistance
and guidance.
4. Obtain recognition and approval of their program by
the Mayor and the Council and assistance in planning
and completing this program.
Informs that they would appreciate any assistance the
Council can give with regard to funding and manpower.
Endorse and approve objectives.

From Pkanning Commission dated May 9, 1972, submitting for
adoption Bill 877 to change the district classifications
for 1) a 0.112 acre area from multiple family residential
(RM-. 75) to Open (0) ; 2) a 0. 250 acre area from single-
family residential (RS-10) to multiple family residential
(RM-. 75) ; 3) a 0. 749 acre area from multiple family
residential (RM-. 75) to single-family residential (RS-10) ;
and 4) a 1. 790 acrea area from single-family residential
(RS-10) to Open (0) zoned district.
Approve and recommend passage of
Bill 877 on first reading.

From Planning Commission dated May 16, 1972, submitting
for adoption Resolution 519 to approve street names for
the roadways within the "Kona Heights , " Unit I subdivision,
Hienaloli 5th and 6th, North Kona.
Approve and recommend adoption of
Resolution 519.
4ee, No. 1966: SENATE RESOLUTION NO. 303
From Mayor Kimura dated May 12 , 1972, transmitting for
information a copy of Senate Resolution No. 303 to declare
a policy of achieving population stabilization by voluntary
means for Hawaii.

No. 1970: STREET NAMES - GRANT SUBDIVISION
KAUMANA, SOUTH HILO
From Planning Commission dated May 18, 1972, submitting
for adoption Resolution 520 to legally name the following
streets for Grant Subdivision:
"Honi Place" - meaning a kiss
"Mokihana Street" - meaning a small tree
"Manu Place" - meaning a bird
"Olena Street" - meaning a native plant
Approve and recommend adoption of
Resolution 520.

From Planning Commission dated May 19, 1972 , submitting
for adoption Bill 879 to change the district classification
for approximately 57.5 acres of land situated in Keopu 3rd,
North Kona, from A-5a to an A-3a zoned district and of
approximately 40.4 acres of land from an Unplanned - 5 acre
to an A-la zoned district.
Approve and recommend passage of
Bill 879 on first reading.
