HomeMy WebLinkAboutREP PEDLC 083 07/20/1972 1969-1972 3 • PLANNING, ECONOMIC DEVELOPMENT AND LEGISLATIVE COMMITTEE REPORT NO 83 Councilmen County of Hawaii Hilo, Hawaii The following are the recommendations of the Planning, Economic Development and Legislative Committee which were considered at its meeting of July 20, 1972: COMMUNICATIONS No. 1613.3: $65,000 PLANNING FUNDS FOR KAILUA From Frank J. Zuzak dated May 8, 1972, requesting a status report on their request for $65,000 for planning funds for preparation of the Plan for the Village of Kailua. 1613.4: From Planning Director dated June 1, 1972, recommending that the $65,000 be appropriated to assist in the develop- ment of a scope for the proposed project. The remaining funds could be used to develop the plan itself. However, because a scope has not been prepared, there may still be a need for additional planning funds. The scope should rightfully incorporate the discussions of the proposed Improvement District for the village as well as the concept of a Special and Historical District. 1613.5: From Planning Director dated June 19, 1972, responding to the Committee's request of their department to develop a scope for a plan for Kailua Village and the Kona region and to provide a tentative cost estimate for preparing it. The scope of such a plan can be meaningfully developed in two months with the aid of a consultant at a cost of approximately $2,000 or it can be developed in-house which might possibly require four months. The need for community and citizen groups ' inputs into the scope of the project is necessary. Only after the scope has been developed can they provide a more definite cost estimate for preparing the plan. No. !86-$' Date: J lJ L 2 6 1972 P 111 PEDLC-83 - 2 - July 20, 1972 No. 2029.1: REZONING REQUEST - HONOKAA SUGAR COMPANY HAINA, HAMAKUA (TMK: 4-5-6: 23 & 58) From Planning Commission dated July 17, 1972, transmitting an amendment to Bill 895 to include a standard condition on all proposed change of zone amendments that "the Planning Commission shall reserve the right to initiate action to rezone the subject property to its former designation" should certain conditions not be met. Approve and recommend adoption of Bill 895, as amended, on second and final reading. No. 2040: REZONING REQUEST - KONA HEAVENS (TMK: 7-3-09: 10 & 12) From Planning Commission dated June 28, 1972, submitting for adoption Bill 900 to change the district classification from an Agricultural (A-3a) to an Agricultural (A-la) zoned district in Kaloko, North Kona. Approve and recommend passage of Bill 900 on first reading. No. 2041: REZONING REQUEST - MAUNA KEA BEACH HOTEL CORP. (TMK: 6-2-02: por.4) From Planning Commission dated July 6, 1972, submitting for adoption Bill 901 to' change the district classifi- cation from an Open (0) to Resort-Hotel (V-1.25) zoned district in Ouli, Waimea, South Kohala. Approve and recommend adoption of Bill 901 on second and-final reading. No. 2043: QUEEN LILIUOKALANI HOUSING DEVELOPMENT From Kenneth M. Young, Palani Development Company, dated July 6, 1972, extending an invitation to the Council to inspect their Queen Liliuokalani subsidized housing development adjoining Kealakehe School on Palani Road in Kailua-Kona. Refer to the PEDLC and PWC Chairmen to schedule a time when the Council might be able to accept Mr. Young' s invitation. PEDLC-83 - 3 - July 20, 1972 No. 2045: REZONING REQUEST - LYDIA M. WEBSTER (TMK: 6-4-01: Portion of 91) From Planning Commission dated July 14, 1972, submitting for adoption Bill 903 to change the district classification from an Agricultural (A-5a) to a Neighborhood Commercial (CN-7. 5) zoned district in Puukapu Homesteads , Waimea, South Kohala. Approve and recommend passage of Bill 903 on first reading. No. 2046: REZONING REQUEST - S. KAPEHE, ET AL. (TMK: 7-3-02: 12) From Planning Commission dated July 14, 1972, submitting for adoption Bill 904 to change the district classification from an Agricultural (A-20a) to an Agricultural (A-la) zoned district in Kalaoa 1st, North Kona. Approve and recommend passage of Bill 904 on first reading. No. 2047: REZONING REQUEST - MITSUNO OUE (TMK: 7-9-13:4) From Planning Commission dated July 11, 1972, submitting for adoption Bill 905 to change the district classification from a Single Family Residential (RS-15) to a Neighborhood Commercial (CN-10) zoned district in Kanaueue 2nd, North Kona. Approve and recommend passage of Bill 905 on first reading. No. 2048: REZONING REQUEST - CANDILARIA DINSON (TMK: 8-6-02:33) From Planning Commission dated July 11, 1972, submitting for adoption Bill 906 to change the district classification from an Agricultural (A-20a) to an Agricultural (A-la) zoned district in Kealia 2nd, South Kona. Approve and recommend passage of Bill 906 on first reading. L 111 111 PEDLC-83 - 4 - July 20, 1972 Res. 539: CENTER FOR RESEARCH AND TRAINING IN TROPICAL AGRICULTURE Requesting the U. S. Department of Agriculture to situate its Center for Research and Training in Tropical Agriculture on the island of Hawaii and requesting assistance from Governor Burns and U. S. Senators and Representatives from the State of Hawaii in the location of the Center on the island of Hawaii. (Intr. By: Mr. Carpenter) Refer Resolution 539 to the Corporation Counsel and request that he confer with the representatives from Hilo College so that the Resolution will convey and include their thoughts relative to locating the Center for Research and Training in Tropical Agriculture on this island as provided by PL =89-808. Also, that an appropriate resolution aimed at getting the appropriation to carry this out be prepared by the Corporation Counsel. (Oppose: Mr. De Luz) RECOMMENDATION No. 1: ZONING ORDINANCE Request the Corporation Counsel to determine whether or not specific provisions on proposed change of zone amend- ments should be included as part of the Zoning Ordinance rather than on a piecemeal basis.
