Voorhees & Associates , transportation consultants. This report contains the background information and data, analyses , conclusions and recommendations developed from a study of transit needs of Hawaii County. 44.cc.C- 999. 7: From Mrs. Mary W. Earl, Civics Chairman of the Hilo Woman' s Club, dated July 10, 1972, requesting that the public be informed when the Voorhees ' Report on the Hawaii County Transit System is considered. County purchase the sampan buses and request the Legislative Auditor to work with the administration to plan for the optimum use of the vehicles and the feasibility and advisability of the following proposals: 1. County operated, regularly scheduled system; 2. Leasing of sampan buses to individuals or a company with possible subsidies; 3. Cost of the various proposals. That they further investigate the advisability. of implementing the following with 20, 30,40 and 50 passenger buses: a. Intra-city bus system in Central Hilo; b. Cost of the various proposals on a full and modified plan and method of financing. Recommendation to be submitted within two months. �No. 2081.1: TAXICAB - RATE INCREASE From Stanley A. Nakamae, Director of Finance, dated August 30, 1972, enclosing a reply from the Internal Revenue Service in answer to inquiry regarding the pending increase in taxi passenger fares and baggage , charges. Receive and file. �No. 2092. 3: TROPICAL AGRICULTURE RESEARCH & TRAINING CENTER From U. S. Representative Spark Matsunaga dated August 16, 1972 , acknowledging receipt of Resolutions 539 and 540 relating to the funding of a Tropical Agriculture Research & Training Center and the establishment of such a center on the island of Hawaii. Informs $500,000 included in the Agriculture- Environmental and Consumer Protection Appropriation bill, HR 15690 for that purpose and that he will be pleased to support whatever decision the University makes with regard to the new center' s location. 2092.4: From Governor John A. Burns dated August 17, 1972, transmitting information with regard to Resolutions 539 and 540. PEDLC-86 - 3 - September 7, 1972 '2092. 5: From Herbert Oue, President of Hawaii Tri-County Farm Bureau, dated August 16, 1972, supporting the Council' s decision in forwarding a resolution to the Hawaii Congressional Delegation to establish the Tropical Research Center on the Big Island. L, 2092.6: From U. S. Senator Hiram L. Fong, dated August 24, 1972, acknowledging receipt of Resolution 539. Informs that a national study group to recommend location of the Tropical Agriculture Research & Training Center will be established, therefore, suggest that when the study group is formed that the Council convey its pledge of support for the establishment of a Center on the Big Island. Request the administration to keep on top of developments regarding the Tropical Agriculture Research & Training Center and keep the Council informed on its progress, and that the Council comply with Senator Fong' s suggestion. 1f -No. 2099: PUBLIC TRANSIT SYSTEM From Marge Peterman, Vice President of the Hilo Woman' s Club, dated August 12, 1972, informing of the circulation of a petition urging the Hawaii County Council to provide a low fare, regularly scheduled public transit system for the people of Hawaii County. Thank the writer for their interest in a public transit system and inform her that the Council is also concerned and will support some sort of transportation system. 411 PEDLC-86 - 4 - , September 7, 1972 .C- 2099.1: From Mrs. Mary Earl, Civics Chairman of the Hilo Woman' s Club, dated August 27, 1972, informing will present petitions and statements favoring a public transit system for Hilo and the Big Island at the September 7 PEDLC meeting. Asks for a public hearing and also requests consider the employing of a transit manager as suggested by the Voorhees survey and recommended by the Department of Research and Development. C- 2099. 2: From Mrs. Colby A. Foss , Clerk of the Church Council, First United Protestant Church of Hilo, dated August 30, 1972, informing that at their meeting on August 29 , 1972, they went on record as recognizing the acute need for a public transportation system and to support the efforts of other community groups to obtain immediate and positive action toward this end. Inform writer that the Council is sympathetic towards a public transit system and will give it considered and careful attention. 'No. 2101: LANIHAU CORPORATION From Frank J. Zuzak, Chairman of the Kailua District Committee of the Kona Chamber of Commerce, dated August 21, 1972, recommending that the Council approve the requested rezoning by Lanihau Corporation for a shopping and business center in Kailua-Kona. v2101.1: From L. "Jack" Prince, President of the Kona Chamber of Commerce, dated August 21, 1972 , recommend- ing the Council approve the zoning requested by Lanihau Corporation for their Shopping Center on Palani Road. Carpenter dated September 5, 1972, submitting for consideration a resolution proposing a "Commission on the Big Island Visitor Industry" to serve as an advisory commission to the County Council: Approve and recommend adoption of Resolution 551. /S„,,C-No. 2109: COMMISSION: ON THE BIG ISLAND AGRICULTURAL INDUSTRY From Councilman Dante K. Carpenter dated September 5, 1972, submitting for consideration a resolution proposing a "Commission on the Big Island Agricultural Industry” to serve as an advisory commission to the County Council: Approve and recommend adoption of Resolution 552. ORDINANCE Bill 915: Amends the Taxicab Ordinance by increasing the rates of fare that taxicabs can charge and revising the fee for baggage conveyance. (Intr.
