HomeMy WebLinkAboutREP PEDLC 023 01/29/1970 1969-1972 4 ID i PLANNING, ECONOMIC DEVELOPMENT AND LEGISLATIVE COMMITTEE REPORT NO �3 Councilmen County of Hawaii Hilo, Hawaii The following are the recommendations of the Planning, Economic Development and Legislative Committee which were considered at its meeting of January 29, 1970: CONI EUN ICATIONS 'o . 635.2: Council Chairman Re: Hawaii Housing Foundation Request for Executive Order Transmits a copy of a letter to Governor Burns from the Mayor recommending approval of the subject request contingent upon successful relocation of the Department of Water Supply Warehouse. The Hawaii Housing Foundation has plans for a limited income housing project for this site: Received and file. No . 654: F. C. Erskine, Chairman, Executive Committee, Parks & Recreation Commission Requests that the County consider making the following recommendations part of the County regulations govern- �� ing subdivisions whenever a park site is to be dedicated: C.41 1. Have the Department of Parks & Recreation examine the site to determine if it is acceptable. 2. Require that land to be dedicated be suitable for park development. 3. That the area be partially developed such as cleared and graded to County specifications before being turned over to the County: 654.1: Planning Director Re: C-654 - County Regulations Governing Subdivisions on Park Site Dedication Recommends that in addition to the three recommendations listed in C-654 from the Parks & Recreation Commission the park site should be: 1. No . 705: Planning Director Re: Rezoning Request - ,Shell Oil Company, Waiakea, South Hilo , Hawaii (TMK: 2-2-21:40) Recommends approval of the attached proposed Bill No . 689 to change the district classification from Office Commercial 20,000 square feet (CO-20) to General Commercial 7,500 square feet (CG-7.5) in Waiakea, South Hilo , Hawaii: Recommends passage of Bill No. 689 on first reading. No. 711: Planning Director Re: Rezoning Request - Liliuokalani Trust Keahuolu, North Kona, Hawaii (21E12-4-08:Portion 11 Recommends the approval of the attached proposed Bill No . 690 to change the district classification from Unplanned (U) to Single Family Residential 15,000 square feet (RS-15) in Keahuolu, North Kona, Hawaii: Recommends passage of Bill No . 690 on first reading. � No. 714: Council Chairman Transmits for the Council' s information a notice of public hearing by the Public Utilities Commission of the State of Hawaii on the application of Hawaiian Inter Island Ferry System, Ltd. , for a Certificate of Public Convenience and Necessity to provide surface water transportation service between points in the State. Hearing will be held at 10:00 a.m. d_n February 9, 1970 in Honolulu: Recommends that the Council support the Hawaiian Inter Island Ferry System, Ltd. on their application. l A a • • PEDLC-23 - 3 - January 29, 1970 ORDINANCE to. 681: An Ordinance Amending Ordinance No. 49, Revised (As Amended) Ordinances of the County of Hawaii 1967, Restricting Animals and Livestock on Public Places and Private Lands: Recommends the adoption of Bill 681 on second and final reading. MOTION u M-101: It was moved, seconded and carried that the subject of hospital land ownership be referred to the PEDLC for discussion and review: Recommends the transfer of hospital lands to the State where legally possible. Erskine, Chairman, Executive Committee, Parks &Recrea- tion Commission; COMM. 654.1: Planning Director - re: County Regulations Governing Subdivi- sions on Park Site Dedication: Receive and file and inform the Executive Committee of the Parks & Recreation Commission that such a provision will be considered in the proposed park dedication ordinance. 44:- COMM. 714: Council Chairman Transmits for the Council's informationa notice of public hearing by the Public Utilities Commission of the State of Hawaii on the application of Hawaiian Inter Island Ferry System, Ltd., for a Certificate of Public Convenience_and Necessity to provide surface water transportation servive between points in the State. Hearing will be held at 10:00 a.m. on February 9, 1970 in Honolulu: Recommend that the Council support the concept of an inter-island ferry system and that it specifically supports the Hawaiian Inter-Island Ferry System, Ltd., on their application. 23 Report No. ..........................
