RECREATION COMMITTEE
REPORT NO. 4

The following are the recommendations of the Recreation
Committee which were considered at its meeting of February 14, 1973:
COMMUNICATIONS
"No. 38: CENTRAL KAUMANA KUMIAI - PLAYGROUND SITE
From officers of Central Kaumana Kumiai dated December 15,
1972, requesting approval of their selection of a
site for a park and playground for the Kaumana
children and recommending that the $100,000 State
appropriation for the project be used at the earliest
convenience. Transmits letters and other pertinent
information to reach a concurring opinion.
4t `-38.1: From Parks & Recreation Director dated February 12,
1973 , informing that in November, the site selection
was finalized with all concerned parties concurring
that a 5-acre portion of an 11. 59-acre parcel of
vacant land located between the Chong, Kaumana Lani
and Kaumana Terrace subdivisions as being the most
suitable for the proposed playground development.
The Public Works Department reported that there are
two possible routes to the site. One, using an
existing private road, Iiwipolena Street, would
cost $205,000, of which $65,000 would be used to
acquire additional land to gain the required width
for the road. The second possible route, which
would be built through the Kaumana Lani Subdivision,would
cost $135,000 with $40,000 going toward acquisition.
A State appropriation of $100,000 is the only funding
available for this project and an additional $200,000
is required to cover the cost of purchasing the
site and for improvements. Therefore, requests a
supplemental appropriation of $200,000 to complete
this project in its entirety.

No. 60: PARKS AND RECREATION IN KONA
From Councilman Kawahara dated December 29, 1972 ,
informing that the whole parks and recreation system
in Kona needs updating and improvement to meet
present needs. Informs that facilities are direly
inadequate and an improved system of management and
operation must be planned.
Act_ c- 60.1: From Parks & Recreation Director dated January 29 ,
1973, submitting comments in reference to Councilman
Kawahara' s concerns regarding their program in the
Kona district and recommends solutions that will help
eliminate the problems.
Receive and file.
Refer Items 1 and 2 in C-60.1
to the 1973-74 budget for
consideration.
'No. 75: HOLUALOA PARK
From Councilman Kawahara dated January 6, 1973,
informing that it is the wish of the Holualoa
Japanese Community Association that the parcel
of land located at Holualoa (TMK: 7-6-03: 20) ,
comprising about 2.87 acres , be accepted by the
County as a donation for use and development as
a neighborhood public park.
,Sec C - 75.1: From Parks & Recreation Director dated February 6, 1973,
informing that this area is an excellent location for
the development of a community center: for North Kona
and recommends that the offer of the Holualoa Japanese
Community Association be accepted.

Further, in order to plan for the complete development
of the proposed complex, requests Council authorization
to acquire additional land adjacent to Parcel 20(which
includes Parcels 14, 19, and 27, with area of 2.41 acres)
for a total of 5.28 acres which is an ideal configuration
for ball field, tennis court and community buildings.
Accept recommendation of the Parks &
Recreation Director that the offer of
the Holualoa Japanese Community Association
be accepted and grant authorization to
acquire additional land adjacent to
Parcel 20.
RECOMMENDATION
No. 1: COUNTY COMMISSION ON HISTORICAL SITES
"',5c,., Pe "7 Refer the following proposal of establishing a
County Commission on Historical Sites to the
Director of Parks & Recreation and Planning Director
for their comments and recommendations:
1. Commission to consist of nine members to be run
like other commissions of the County.
2. The purpose of this Commission will be to designate
important historic sites on this island for
preservation, restoration and maintenance.
3. Provide penalties , for damaging or destroying
historic sites that have been designated by the
Commission.
4. Parks & Recreation Department to administer the
ordinance and carry out the restoration and mainte-
nance of the historic sites.
Also request that they submit to the Recreation and
Social & Cultural Development Committees a proposed
ordinance incorporating the above, if advisable.
