The following are the recommendations of the Recreation Committee
which were considered at its meeting of August 7, 1973:
COMMUNICATIONS
�No. 281: PROPOSED LAUNCHING RAMP AND OTHER IMPROVEMENTS
AT HONAUNAU, HAWAII - JOB H. C. 6028 (Rec. 1/PRDC-7)
From Melvin E. Lepine, Chief, State Harbors Division,
1973, submitting April 23, for information and
use a set of plans, Draft Environmental Impact State-
ment and all relevant correspondence.
281. 1: From David S. Nahm, Staff Executive for Congressman
Matsunaga, dated April 27, 1973, acknowledging receipt
of the Council' s letter of April 23, 1973, concerning
the proposed construction of a boat ramp at Honaunau
Bay. Informs that Mr. Matsunaga has already contacted
the Advisory Council on Historic Preservation about
this matter and encloses a copy of the reply which he
received.
281. 2: From Patsy T. Mink, U. S. Representative, submitting
a copy of her letter dated May 1, 1973, to the
Advisory Council on Historic Preservation regarding
the proposed boat ramp at Honaunau.
281.3: From Patsy T. Mink, U. S. Representative, submitting
for information, a letter from Ken Tapman, Compliance
Officer, Advisory Council on Historic Preservation, with
the latest correspondence from the Corps of Engineers
concerning the proposed boat launching ramp at Honaunau.
281.4: From Daniel K. Inouye, U. S. Senator, dated April 30,
1973, informing that the subject matter before the
Advisory Council on Historic Preservation is pending
the outcome of: 1) receipt of a preliminary report by
the Army Corps of Engineers evaluating the situation;
and 2) the final determination of this consultation
request by the entire Advisory Council on Historic
Preservation. Should he be apprised of new develop-
ments, informs that he will be in touch.

No. 281.5 : From Raymond Suefuji, Planning Director, dated
May 30, 1973, submitting communications on the
subject matter.

'No. 346: KONA PARKS - MAGIC SANDS & LOT 26
From Counci man Wi iam S. Kava ara, dated June 19,
1973, informing that there are no toilet facilities
at two of the most heavily used parks in Kona,
Magic Sands Park and the nearby park known as
Lot 26, and suggests that Lot 26 be officially
called ''Pahoehoe Park" since that is the name of
the area - the ahupuaa of Pahoehoe.
346. 1: From Robert T. Fukuda, Parks & Recreation Director,
dated July 13, 1973, informing that their department
and the Planning Department endorse the recommendation
to change the name of Parcel 26 to Pahoehoe Beach Park.
On the matter of providing a restroom facility nearby,
informs that they are working on a design at the
present time and can expect construction toobegin
as soon as the plans are completed, funds permitting.
Accept the recommendation to
name Parcel 26 Pahoehoe Beach
Park and request the Corporation
Counsel to prepare the proper
Resolution.
�No. 370: NEIGHBORHOOD PARK FOR PAUKAA (M-9)

dated July 9, 1973, informing that they have sent
a follow-up letter to Mr. Gabriel Figueira that they
will meet with his Paukaa Park committee as soon as
it is formed. Informs also that periodic progress
reports on this project willbe submitted.

From Robert T. Fukuda, Parks & Recreation Director,
dated July 25, 1973, informing that the only workable
solution to curb problems at the parks is the initia-
tion of a park patrol program to check on permits,
interpret and enforce rules and regulations and assist
in curbing vandalism and littering. Other alternatives
may be through the use of hiring the services of
private security guards to spotcheck the problem areas
once or twice per night or through the increase in
the number of police patrols.
Recommend consideration of a
park control program or the
hiring of security guards in the
next fiscal year' s budget.

1973, submitting for consideration and adoption
Resolution 94 authorizing the Corporation Counsel
to proceed with eminent domain proceedings to acquire
Parcel A and D for the expansion of Kaimu Beach Park.
The resolution has been reviewed and approved as to
form by the Corporation Counsel.

/..eed- No. 393: CONDEMNATION PROCEEDINGS FOR ACQUISITION OF KEAUHOU
PARK LAND
From Edward Harada, Chief Engineer, dated July 30,
1973, submitting for consideration and. adoption
Resolution 96 authorizing condemnation proceedings
for the acquisition of land for Keauhou Park. The
resolution has been reviewed and approved as to
form by the Corporation Counsel.

hoLd _ No. 400: DRAG STRIP AND DRAG RACING
From Robert J. Santos, Chairman, Highway Safety
Council, dated August 1, 1973, submitting comments
from several agencies and organizations indicating
their stand against drag strips and for drag racing.
Based on the stands taken by these agencies and
organizations, the Highway Safety Council recommends
against this type of activity.

RESOLUTION
/No. 98: TERMINATE STATE OF HAWAII GENERAL LEASE NO. 3961
Request Board of Land and Natural Resources to
terminate State General Lease No. 3961, the 5.0
acre parcel of land situated near Coconut Island
and adjacent to Liliuokalani Park; believes land
should be preserved for park and recreational
purposes either as addition to Liliuokalani Park
or otherwise.
Approve and recommend adoption
of Resolution 98.
