' The following are the recommendations of the Recreation and Transportation
Committee which were considered at its meeting of September 18, 1974 •
COMMUNICATIONS
No. 303. 1: REQUEST FOR ELECTRIC SCOREBOARD - HAKALAU VETERANS' STADIUM
From Jack Y. Ouye, President, Hilo Coast Little League,
dated July 24, 1974, requesting an electric scoreboard
for the Hakalau Veterans Stadium by early next year for
the Hilo Coast League useand for the little league
tournament slated for Hakalau. Also requests construction
of a new grandstand to replace the old one which is
inadequate.

From Masamori Sunahara, Hakalau Volunteer Fire
Fighters, dated August 9, 1974, supporting the request
of the Hilo Coast Little League for an electric basd5all
scoreboard at the Hakalau Veterans' Stadium and requests
that wire fences be replaced or repaired soon and
extension of lights to the tennis court.
4a, C - 303. 3: From Robert T. Fukuda, Parks & Recreation Director,
dated September 10, 1974, informing that an electrical
scoreboard costs approximately $4,000 and that this item
has not been budgeted. Also informs that they are aware
of the condition of the grandstand and are looking into
its repair and/or replacement.
Approve request for an electric scoreboard
and refer to Finance Committee
for funding. (Administration to reply
to writers on their other requests. )

'No. 895 : PROBLEM OF SPEEDING IN THE KEAUKAHA AREA
From PRDC Chairman John Farias, Jr. , referring for
consideration the problem of speeding in the Keaukaha
area from 4 Miles to the vicinity of the Leleiwi Beach Park.

From Robert J. Santos, Chairman, Highway Safety Council,
dated August 2, 1974, recommending amendments to Chapter 6
(Traffic Code) :
1. No-Parking Zone on Kamaili Road, Puna
2. Speed Limit Reduction on Saddle Road
3. Speed Limit. on Nanawale Boulevard in Nanawale Estates,
Puna
4. One-Way Traffic Pattern at Mooheau Bus Terminal
Accept recommendations on
Items 1, 3 and 4 and refer
to Corporation Counsel to
prepare the proper amendments.
(Item 2 referred back to Highway
Safety Council to consider extension
of 35 mph speed limit zone from
Country Club Road to Kulan:i power
line cut off road. )
�,- No. 959 : AMENDMENTS TO TRAFFIC CODE
From Robert J. Santos, Chairman, Highway Safety Council,
dated August 9, 1974, recommending amendment to Chapter 6
(Traffic Code), to establish a bus stop on the Puna side of
Waianuenue Avenue makai of the Hilo Intermediate School
egress driveway from 1:00 p.m. to 3:00 p.m. , school days.
Accept recommendation and refer
to Corporation Counsel to prepare
the proper amendment.

Kawailani Street for a distance of 500 feet in the
puna direction.
2. Speed Limits for Paauilo-Pohakea Homestead Road.

to prepare the proper amendments.
No. 988: EAST HAWAII CULTURAL COUNCIL
Copy of letter to Parks & Recreation Director from
Carl Moon, Chairman, East Hawaii Cultural Council, dated
September 13, 1974, conveying its unanimous support
for the showing of Mr. John Thomas' "Paintings of Hawaii"
and requesting the County' s assistance in the project:

ORDINANCE
Bill No. 1031: AMENDMENT TO CIP
Amends Ordinance 586, as amended, by deleting the project
of Mt. View Park Lights and adding the project of Mt. View
Improvements - $20,000 (Department of Parks & Recreation).
