From Earl T. Nakasato, Deputy Corporation Counsel, dated
September 16, 1974, transmitting for consideration and
adoption a proposed ordinance amending Article 18 of
Chapter 6 (Traffic Code) , .Hawaii County Code, banning
the use of parking lights on moving vehicles.
Approve and recommend
passage of Bill 78 on
1st reading.

No. 1000: COMMUNITY/SCHOOL SWIMMING POOL
Presentation by Alan L. Garson, Principal, Laupahoehoe
High & Elementary School, at the Council meeting in
Laupahoehoe on September 25, 1974, requesting the County
to appropriate matching funds ($200,000) for
construction of a swimming pool in the North Hilo
district for community/school use.
1000. 1: Presentation by Keith Shikuma, Student Body Government
President, Laupahoehoe High & Elementary School, at the
Council meeting in Laupahoehoe on September 25, 1974,
appealing to the County for financial aid in helping
them get a swimming pool that would serve the school
as well as the community.
Request the Parks and Recreation
Director to consider the request
in the 1975-76 CIP budget.
No. 1003: LAUPAHOEHOE ATHLETIC BOOSTER CLUB
Presentation by John Stansfield, Laupahoehoe Athletic
Booster Club, at the Council meeting in Laupahoehoe
on September 25, 1974, requesting help in furthering
and improving upon their goals, such as construction
of a school/community swimming pool, additional tennis
court facilities, and building repair and proper
lighting at the Papaaloa complex.
Receive and file; and inform writer
that the County would like to provide
all the recreational facilities mentioned
but due to fiscal restraints, the
County shall work with the community to
provide the facilities on a priority
basis.
/ No. 1009: COAST GUARD' S EXCESS PROPERTY AT LAUPAHOEHOE POINT
From Counci C airman Ro•ert M. Yama.a sate. September 27,
1974, referring for appropriate disposition the
request by Mr. William J. Bastian, Chairman of the
North Hilo Community Council, for assistance with
regard to the U. S. Coast Guard' s excess property
at Laupahoehoe Point.
Request the Corporation Counsel to
prepare a resolution to the proper
Federal agencies requesting their

whether the Coast Guard property
at Laupahoehoe is excess as the
County is desirous of obtaining
the property for recreational
purposes.
