HomeMy WebLinkAboutREP RTC 036 12/13/1974 1972-1976 • • RECREATION AND TRANSPORTATION COMMITTEE Report No. 36 Hawaii County Council Hilo, Hawaii The following are the recommendations of the Recreation and Transportation Committee which were considered at its meeting of December 13, 1974 COMMUNICATIONS ARC_ No. 429. 3: PROBLEM OF FALLING ROCKS AT THREE GULCHES IN NORTH HILO From RTC Chairman dated December 3, 1974, informing that after meeting with the State Highways District Engineer and County Traffic Engineer to eliminate the problem of falling rocks at the three gulches in North Hilo, it was agreed that a "rock catcher" fence along the gulches would be the quickest methodto alleviate potential danger of falling rocks. Submits the following recommendations : 1. The County Council actively assist the State in seeking an appropriation of $150,000 from the Legislature for the incremental installation of • "rock catcher fencing" along the gulches (first increment) ; 2. The appropriation designates the responsibility for the design and implementation of the project to the State Highways Division;: and 3. The State Highways Division be requested to continue to evaluate the situation for other feasible methods to increase protection from falling rocks or mud slides for the immediate and long term: Approve recommendations as submitted. tic). 1076: COUNTY SUBSIDY OF STUDENT TRANSPORTATION From Stanley A. Nakamae, Director of Finance, dated November 25, 1974, submitting for information a report of County subsidy of student transportation. Date: ._... ,. 4 s RTC-36 -2- .December 18, 1974 4,,e_ No. 1098: HOOKENA BEACH PARK EXPANSION (Res. 326) From Edward Harada, Chief Engineer, dated December 11, 1974, submitting for consideration and approval a proposed resolution authorizing the Corporation Counsel to irritate eminent domain proceedings for the acquisition of lands for the subject public park. The resolution has been reviewed by the Corporation Counsel ' s office and approved as to form: Approve and recommend passage of Resolution 326 on first reading. 4u..e_ No. 1099 : KAMEHAMEHA-WAIANUENUE-BAYFRONT INTERSECTION From Richard Mitsumori, Traffic Engineer, dated December 12, 1974, submitting a status report on the subject intersection and recommends the following: 1. No major alterations be made to the Kam-Waianuenue intersection until the Downtown Improvement Plan has been finalized; and 2. Planning for the relocation of the access to the Bayfront Highway from Waianuenue to Ponahawai (in accordance with the County General Plan) be authorized and started in conjunction with the Downtown Improvement Plan: Accept recommendations and request the administration to finalize the downtown traffic pattern in conjunction with the Downtown Improvement Plan so that a determination can be made on whether to signalize Kamehameha-Waianuenue or Kamehameha-Ponahawai intersection. o1qV :,-c-5:3 Avc_No. 1099. 1: From Henry Kawaihae dated December 12, 1974, requesting favorable consideration for the installation of traffic signal lights at the Kamehameha-Waianuenue intersection: Receive and file. ® • RTC-36 -3- December 18, 1974 vPet. 6. 4: MOHOULI PARK From Mrs. Une Rodero dated December 3, 1974, expressing appreciation from residents of Mohouli Housing for help in obtaining a much needed park for their community. Receive and file. (RTC Chairman to inform writer of status of the project. ) Res. 325 : SITE FOR BIG ISLAND MOTORCYCLE ASSOCIATION, INC. Endorses the request of the Big Island Motorcycle Association, Inc. , to utilize Training Area 6 along the Mauna Kea side of Saddle Road for trail riding and off-road motorcycling and recommends that the U. S. Government and State of Hawaii give favorable consideration to the proposal : (Intr. by : Mr. Fujii) Approve and recommend adoption. RECOMMENDATION No. 1: BIG ISLAND GUN CLUB - REQUEST FOR APPROPRIATION Recommend $12, 000 be appropriated as requested by the Big Island Gun Club and refer to the Finance Committee for funding.
