Committee which were considered at its meeting of February 12, 1975 :

No. 20.13 : KAIMU BEACH - RECOMMENDATION OF ENVIRONMENTAL COUNCIL
Copy of letter from Governor'', George R. Ariyoshi to
Christopher Cobb, Chairman of the Board of Land &
Natural Resources, dated January 29, 1975, attaching
findings and recommendations of Environmental Council
for information and use in determining the merits of
the requested use of Conservation District land by the
County of Hawaii.
Request that every consideration
be given towards the proper size,
color, diameter and grade of sand
to be used in refurnishing Kaimu Beach
and inform the Environmental Council,
. Department of Land & Natural Resources,
Governor of Hawaii and the U. S . Army
Corps of Engineers of the Council 's concern
that the proper quality and quantity of
sand is used .

41-No. 406 : DEDICATION OF PARK SITE IN ALII KAI SUBDIVISION
From Sumio Nakashima dated August 67-1973, transmitting
dedication deed for public park site in Alii Kai
Subdivision.

Copy of letter from Fred Toledo, President of the
North Hilo Community Council, to Parks & Recreation
Director Robert Fukuda, dated August 9, 1973 ,
requesting a status report of the contract between
Laupahoehoe Sugar Company and the County of Hawaii
for the Papaaloa Recreational Complex.
Inform writer that a lease has been
consummated for a period of 21 years
with the plantation for use of the
Papaaloa gym, ball park, tennis court
and other facilities.
No . 429 .4 : MAULUA, LAUPAHOEHOE & KAAWALII GULCHES
From Concerned Students of Laupahoehoe High and Elementary
School dated January 26, 1975, enclosing a petition
forwarded to the Legislature and asks for continued
assistance and support of efforts to pursue solution
to problem of falling and boulders onto the highway
along the cut sections of the gulches.
,5u_ C- 429 .5 : From Dorothea Carvalho dated February 12, 1975, suggesting
that the banks along the three gulches be cut like
stairsteps with trees and shrubs later growing to help
hold back the rocks and debris rather than a fence
that would have to be repaired and replaced evertime
frocks go through it .
Support the students in their efforts
to alleviate and resolve the problem
and inform them that the Council will
exert every effort in lobbying for
" - funds at the State Legislature .
457 : RESOLUTION ACCEPTING PARK DEDICATION DEED
(Res. 121) HAWAIIAN PARADISE PARK-SUBDIVISION
From Katsuya Yamada, Law Clerk, dated September 10,
1973, transmitting for consideration and adoption
a resolution accepting a park dedication deed for
Hawaiian Paradise Park Subdivision, and authorizing
the Mayor to accept the deed from the First Hawaiian
Bank as Grantee for the County of Hawaii .

KEALAKEHE SCHOOL IN NORTH KONA
From Councilman Kawahara dated September 24, 1973,
requesting that a study be made of the need for a
pedestrian overpass between Liliuokalani Village and
Kealakehe School in North Kona.

Council, dated October 3, 1973, submitting requests

1. Retention of the school cottage at the old

2. Additional appropriation for the lighting
system at the park so that the project can
be started .
3 . Extension of lights to the tennis courts .
4. Construction of new grandstand with toilet
and shower facilities .
5 . Paving of parking areas and repairing or
putting up a new fence .
6 . Turning over of the school gym to the County.

for the Hoolulu Park-Panaewa Recreational Sports
Complex.

the master plan.

to the illness of the present owner; informs that
this information is intended to alert the Council
for discussion only.

Presentation by Alan L. Garson, Principal, Laupahoehoe
High & Elementary School, at the Council meeting in
Laupahoehoe on September 25, 1974, requesting the
County to appropriate matching funds (5200,000) for
construction of a swimming pool in the North Hilo
district for community/school use .
1000 .1: Presentation by Keith Shikuma, Student Body Government
President, Laupahoehoe High & Elementary School, at the
Council meeting in Laupahoehoe on September 25, 1974,
appealing to the County for financial aid in helping
them get a swimming pool that would serve the school
as well as the community.

No . 1009 .3 : RESOLUTION 301 - LAUPAHOEHOE POINT PROPERTY

Commander, 14th Coast Guard District, dated January $,
1975 .
1009.4 : From Council Chairman Robert M. Yamada dated
January 21, 1975, informs have referred Communication
1009 .2 to the Director of Parks & Recreation and
to the Corporation Counsel to advise the Council
as to what further steps they have taken to acquire
Laupahoehoe Point as a recreational facility.
1009 .5 : From Milton T. Hakoda, dated February 4, 1975,
informs that once the Coast Guard has reported
the subject property excess, disposal is responsibility
of the General Services Administration; informs
that as of October 10, 1974, the General Services
Administration reported that the property had not yet
been reported for disposal as they were awaiting
a report from the Commander, 14th Coast District,
Honolulu disclosing the status of the County's
request .

�No. 1125 .1: CARPOOLING PROGRAM
From Mayor Herbert T. Matayoshi dated February 3 , 1975,
informing that it will be a part of the County program
to renew efforts and encourage carpooling.

"No . 1142 .1: BIG ISLAND MOTORCYCLE ASSOCIATION
From Herbert H . Dawrs, Vice President, dated January 2$,
1975, requesting a resolution to the Department of Land
and Natural Resources asking that the State portion of
156 acres in Pohakuloa Area 6 be turned over to the
association for motorcycle recreation.

"No . 115$: WAIAKEA RECREATION CENTER - RENOVATION
From Parks and Recreation Director Milton T. Hakoda
dated January 23, 1975, informing of bid results for
proposed improvements to Waiakea Recreation Center and
requesting additional 864,615 be appropriated to cover
the total range of improvements.

a- No . 1163 : TRAFFIC AMENDMENTS - KONA
From Chief Engineer Edward Harada dated January 2$, 1975,
recommending amendments to the Traffic Code which are
required to implement the revised traffic pattern
for Kailua Village.

to prepare the proper amendment .
0 - No . 1170: LAUPAHOEHOE - NATURAL SWIMMING POOL AND COMMUNITY SCHOOL
SWIMMING POOL
Copy of letter from Atsushi Sato, President of the North
Hilo Community Council, to Mayor Herbert T. Matayoshi
dated January 2$, 1975 , clarifying the community's
position regarding the development at Laupahoehoe Point
and the proposed swimming pool to be located at
Laupahoehoe High and Elementary School.
Support the efforts of the North Hilo
Community Council to acquire the wading
pool as well as the community-school

January 2$, 1975, transmitting for acceptance two
deeds dedicating a park site in the Hawaiian Beaches
and Parks Subdivision.

(Bill 106) From Finance Director Stanley A. Nakamae dated
January 22, 1975, informing of the bid results and the
necessity for the County to provide extra funds in order
to proceed with the project . Encloses an ordinance bill
appropriating an additional S415,000 (S365, 000 plus
S50, 000 contingency) and authorizing additional
general obligation bonds .

to act favorably on this request .
,(Soe. 0 - No. 11$0: PAHOA PLAYGROUND SITE - ACCESS TO ADJACENT PROPERTY
(Res. 350) From Finance Director Stanley A . Nakamae, dated
February 10, 1975, seeking approval to dispose of a
60-foot strip of land to provide access to Roman
Catholic Church property behind the Pahoa Playground .
Approve and recommend adoption of
