The following are the recommendations of the Recreation and Transportation
Committee which were considered at its meeting of March 12, 1975:
COMMUNICATIONS
X5 , 6_ No. 20. 14: KAIMU BEACH BREAKWATER PROJECT
Statement from Earl Pacheco presented at February 19
Council meeting regarding the proposed Kaimu breakwater
project.
Receive and file and assure
writer that the Council wants
to preserve the Black Sand Beach
and its efforts will be in that
direction.
�No. 351 : AMENDMENT TO TRAFFIC ORDINANCE
From Chas L. Schuster, District Engineer, Highways
• Division, Department of Transportation, dated
June 26, 1973, requesting an amendment to Section
10-5 (i ) 5 of Ordinance 39 to establish the speed
limit for the new highway in North Kohala from Mahukona
towards Hawi. Also requests an amendment to Section 10-5 (c)
to establish the speed limit for the Kawaihae-Mahukona
Road from the intersection with the Kawaihae Road to
a point 1,000 feet south of Honokoa Bridge, which is
presently not covered by an amendment to the ordinance.
,Sue. 0-No. 351. 1 : From Ernest J. Fergerstrom, Chief of Police, dated
July 11, 1973, concurring with the recommended amendments
to Ordinance 39, Section 10-5 (i ) 5 and recommends that
the amendment to Section 10-5 (c) also include that portion
of the old Kawaihae School to the Kawaihae-Mahukona
Road and Kawaihae Road intersection.

�No. 351. 2 : From Deputy Corporation Counsel Earl T. Nakasato
dated February 21, 1975, informing that because of
the speed limit on all highways on the Big Island
has been set at 50 mph except for the Keaau-Panaewa
highway, because of the energy crunch, the State
Highway' s request for a 65 mph, speed limit for
Kawaihae-Mahukona-Hawi road from a point 1, 000 feet
south of Honokoa Bridge to a point 2,400 feet west
of the beginning of Project No. S-203 (2 ) cannot be
complied with. However, an ordinance has been drawn
up concerning the Kawaihae-Mahukona Road from the
intersection with the Kawaihae Road to a point 1,000
feet south of Honokoa Bridge.

and send a copy of Communication
351. 2 to District Engineer

From Senator Wadsworth Yee dated February 14, 1975,
enclosing a copy of a letter to Mayor Herbert T. Matayoshi
concerning his reservations about the 8.4 fixed guideway
agreement between the City and the State Administration ,
and informs that his concern has led him to ask the
State Legislature to seek measures which will permit
the State to purchase foreign manufactured buses if they
cannot be readily purchased in the United States. Urges
that the County join him in planning and moving toward
a realistic and workable solution for mass transportation.

(Res. 362 ) From Director of Finance Stanley A. Nakamae dated
February 20, 1975, enclosing a Resolution authorizing the
disposal of surplus cottages by public auction.

of Resolution 362.
PET. 16: MAHUKONA WHARF
From Council Chairman Yamada dated February 28, 1975 ,
transmitting copy of petition from Bonty Francisco,
President of the Kohala Trollers, to Dennis Ruthrauff
of the State Harbors Division, requesting improvements
at the Mahukona wharf area. Recommends Council support
the petition.

Bill 110':, TRAFFIC CODE AMENDMENT - SPECIAL SPEED LIMIT
Amends the Traffic Code, Chapter 6, Article 8, Section 5 ,
Hawaii County Code, as amended.

Bill 111 : TRAFFIC CODE AMENDMENT - NO-PARKING ZONES
Amends the Traffic Code, Chapter 6, Article 15, Section 8,
Hawaii County Code, as amended.

PARKING ZONES , STANDING IN FREIGHT LOADING ZONES ,
BUS STOP ZONES
Amends the Traffic Code, Chapter 6, Article 10,
Section 1; Article 15, Section 7; and Article 16,
Sections 2 and 3A, Hawaii County Code, as amended.
Approve and recommend passage of
Bill on first reading.
RECOMMENDATION
. No. 1: RIFLE AND ARCHERY RANGE
Request the Administration to look into the possibility
of establishing a rifle-archery range in Hilo for use
by the general public. (Hisaoka/Lai )
