The following are the recommendations of the Recreation and Transportation
Committee which were considered at its meeting of April 2, 1975 :
COMMUNICATIONS
"No . 20.13 : KAIMU BEACH
Copy of letter from Governor George R. Ariyoshi to
Christopher Cobb, Chairman of the Board of Land & Natural
Resources, dated January 29, 1975, attaching findings and
recommendations of the Environmental Council for infor-
mation and use in determining the merits of the requested
use of Conservation District land by the County of Hawaii :
La.-C - 20.15 : From RTC Chairman Dante .K . Carpenter dated April 2, 1975,
submitting for information and disposition a summation of
the meeting held with the State Environmental Quality
Control Council on Kaimu Beach :
Inform the Governor that the Hawaii County
Council does not agree with the recommenda-
tions of the Environmental Council and
therefore recommends that the seawall be
constructed first or that the seawall be
constructed concurrent with the sand
replenishment program. (Refer: C-20.15,
Page 5, Alternative 3 )

No . 1099 .2 : SIGNAL LIGHTS - WAIANUENUE & KAMEHAMEHA AVENUES
From Councilman Andrew Levin dated March 17, 1975,
requesting that action on Communication 1099 .1 from
Henry Kawaihae concerning signal lights at Kamehameha-
Waianuenue Avenues be reconsidered and that the letter be
placed on the Committee 's Deferred Agenda as is
Communication 1099 :

�No . 1147 : HAWAII 2000 OUTDOOR CENTER
From Richard Mortemore, Director, Hawaii 2000 Outdoor
Education Center, dated January 15, 1975, officially
requesting Council support for the Hawaii 2000 Outdoor
Center:
1147 .1: From Deputy Corporation Counsel Katsuya Yamada dated
February 19, 1975, informing that it is their conclusion
that the request by Hawaii 2000 cannot be legitimately
granted by the Hawaii County Council:
Act. From RTC Chairman Dante K. Carpenter dated April 2, 1975,
submitting for appropriate disposition the program of
the Hawaii 2000 Outdoor Education Center:
Refer to the 1975-76 budget for
consideration.
C _ No . 11$7 .2 : NAMING OF HOOLULU BASEBALL COMPLEX
From Mayor Matayoshi dated March 19, 1975, suggesting that
the Hoolulu baseball facility be called the "Walter C . K.
Victor Baseball Pavilion" due to Mr. Victor's contribution
to sports in this county:
Concur with suggestion to name facility
the "Walter C . K . Victor Baseball
Pavilion" and recommend that a proper
resolution be prepared .
RECOMMENDATION
No . 1: TRAFFIC PATTERN IN KAILUA
< FyxA. Request the administration to convert Alii Drive to two-way
traffic from the pier to Hualalai Road while the Palani
Road Improvement Project is under construction and refer to
the Corporation Counsel to prepare appropriate bill for an
