The following are the recommendations of the Recreation and Transportation
Committee which were considered at its meeting of May 29, 1975 :

No. 429. 6: GULCHES ALONG HAMAKUA COAST
Statement made by Dorothea Carvalho at the Recreation
and Transportation Committee meeting of May 14, 1975
on the gulches along the Hamakua Coast.

No. 714.4: ALAE CEMETERY
Copy ofletter to, Mr. Andy Higa, Acting Administrator,
• Department of Social Services and Housing, from Mayor
Matayoshi dated May 13, 1975 advising them to seek
alternative locations and/or means immediately for
indigent burials in view of the probability that the
County will not be able to provide burial plots for
deceased indigents at Alae Cemetery.

No. 714. 5: Copy of letter to Mayor Matayoshi from Corporation
Counsel Clifford H. F. Lum dated May 21, 1975 informing
that the State and the County have reached an agreement
to temporarily resolve the current shortage of burial
plots in Alae Cemetery permitting utilization of the
cemetery while the legal issues are resolved.

714.8 From Deputy Corporation Counsel Earl T. Nakasato dated
May 22, 1975, transmitting for filing an agreement
between the County and Mr. and Mrs. Richard M. Dodo,
wherein the Dodos have agreed to permit the County to
use their parcel of land for burial purpose,®

No. 975. 2 : KUA BAY
From Councilman William S . Kawahara dated March 17, 1975 ,
stating that it is imperative that the Council exercise
prudence and commonsense in view of the recent action
at the Kona Airport park where the State has decided
against turning over lands to the County for the park and
rescind all past actions to purchase 9 acres of Kua Bay
land which may be landlocked should the State refuse to
turn over surrounding lands to enable the County to
establish a park.

May 19, 1975 responding to questions raised by Councilman
Kawahara in C-975. 2.

No. 1009. 10 : LAUPAHOEHOE POINT - COAST GUARD PROPERTY
From U. S. Representative Patsy T. Mink submitting copy
of her letter to Rear Admiral William L. Morrison,
Commander 14th Coast Guard District, dated May 12, 1975
asking for a status report regarding the Council ' s
interest in obtaining an interim permit for the use of
a certain parcel of land at the Coast Guard' s Laupahoehoe
Point Light Station site.

No. 1323 : AMENDMENTS TO TRAFFIC ORDINANCE
From Chas L. Schuster, District Engineer, Highways
Division, State Department of Transportation, dated
May 14, 1975 , requesting amendments to the Traffic
Ordinance, Section 10-5 (Speed Zones ) for the Hilo
Bayfront Highway and Kailua-Kawaihae Road.
Approve request and refer to
Corporation Counsel to prepare
the proper amendments.
No. 1324: AMENDMENTS TO TRAFFIC CODE
From Chief Engineer Edward Harada dated May 15 , 1975
requesting amendments to Chapter 6 of Ordinance 1 by
adding: Haihai Street, Hamakua side, from Kinoole Street
to Nalani Street; and Ainako Avenue, Hamakua side, from
Kaumana Drive to Lahi Street for designation as official
safety zones to prohibit vehicles from driving or
parking on the pedestrian walkways.
Approve request and refer to
Corporation Counsel to prepare
the proper amendments.
No. 1330: AHUALOA OLD SCHOOL ROAD
From Councilman De Luz dated May 14, 1975, submitting a _
copy of letter from the Hamakua Traffic Safety Committee
to the Department of Public Works dated April 25 , 1975:
regarding the Ahualoa Old School Road. Informs that
he supports their request and seeks approval of same.
Support request of the Hamakua Traffic
Safety Committee to improve and resurface
a portion of the Ahualoa Old School Road.
RESOLUTION
Res. 410 : AMENDMENT TO SALARY ORDINANCE
Amends the Salary Ordinance for the Department of
Parks & Recreation.
Approve and recommend adoption.

RECOMMENDATION
•
No. 1 : PARKING - BAYFRONT HIGHWAY AREA
Request the administration to allow parking on the grassed
area between the Bayfront Highway and Kamehameha Avenue
on July 5 , July 19, and August 2, 1975 during the canoe
regattas. Further request the administration to consider
allowing parking in that area in the future. (Yadao/Lai )
