The following are the recommendations of the Recreation and Transportation
Committee which were considered at its meeting of June 10, 1975:
COMMUNICATIONS
�No. 20.19: KAIMU BEACH
From Governor George R. Ariyoshi dated May 19, 1975,
expressing appreciation for apprising him of local
sentiments on the Kaimu Beach issue.

Qtc_C- No, 1223: SELLING ON HIGHWAYS
From Council Chairman Robert M. Yamada dated March 7, 1975
transmitting the request of Randall Hodsin to amend Ord. 294
to allow peddlers to carry on their business in one location
for a period of '1 hour instead of 15 minutes as now required.
e.: e— 1223, 1: From William A. Waters , District Superintendent, Department
of Education, dated May 15, 1975 informing that they strongly
endorse the prohibition of peddling immediately around the
school property during normal school hours.
C'- 1223. 2: From Robert F. Bean, Principal, Hilo Intermediate School,
dated May 16, 1975 informing that he favors the ordinance
amendment.
1223. 3: From r Herbert S. Watanabe, Staff Specialist, Business &
Facilities, DOE, dated May 21, 1975 seeking support in
having Bill 133 enacted. Recommends no soliciting within
two blocks from the boundary of any school property or
where there are no blocks , no soliciting within 200 yards
from the school boundary.
i,Lc_ 1223,4: From Chief of Police Ernest J. Fergerstrom dated May 20, 1975,
informing that they anticipate no problems in enforcing the
provisions of the ordinance.

�No. 1223. 5: From George Brenner, Legislative Committee, Kona Chamber
of Commerce, dated May 23 , 1975, strongly supporting the
proposed amendments to the ordinance and suggests banning
peddlers from operating in other established resort areas
such as Keauhou and Waiakea Village and established retail
areas such as Kainaliu, Kealakekua, Honokaa and Pahala.
/ e- 1223. 6: From George Brenner dated May 23, 1975 soliciting support
in passing the proposed amendments to the ordinance.
,d62.- 1223. 7: From Lloyd Hara, Chairman, Hawaii School Advisory Council ,
dated May 29, 1975, strongly endorsing the prohibition of
peddling during normal school hours around the school
property.
4-me- 1223.8: From Helen S. Baldwin dated June 9, 1975 suggesting sale
time be limited to after school and requiring vendors to
park in safe places at least one block from a school campus.

No. 1238: WAIPIO VALLEY ROAD - USE OF MOTORCYCLE
From Council Chairman Robert M. Yamada dated March 18, 1975,
transmitting testimony of Stephen Lang requesting that a
system be established whereby persons living in Waipio Valley
may use a motorcycle which meets certain requirements of
power and condition and have that motorcycle inspected and
registered by the Honokaa police who would place asticker
on it and allow it as an exception to the 4-wheel drive
only restriction on the Waipio Valley Road.
/Lce- 1238.1: From Morris P. Mathews , Chairman, Hamakua Traffic Safety
Committee, dated April 25, 1975, strongly urging the Council
to retain the restriction on the Waipio Valley Road to 4-wheel
drive vehicles only for the safety and preservation of the
valley.
Accept recommendation of the Hamakua Traffic
Safety Committee.
�No. 1313: APPLICATION FOR ESTABLISHMENT OF CEMETERY
From Sim Wenner dated May 12 , 1975 applying to the County
Council for consent and approval .for the establishment of
a cemetery at Moeauoa, North Kona.

informing of application procedure.
Approve establishment of the cemetery by
Council resolution and request the applicant
to comply with the Special Permit condition.

No. 1343: REPORTS - ACCIDENTS AT INTERSECTIONS
From RTC Chairman dated May 29 , 1975 submitting for
information reports on accidents at intersections,
Hawaii County, submitted by Mr. Chas L. Schuster,
District Engineer of the State Highways Division.

No. 1356: REQUEST BY BIG ISLAND SKEET CLUB AND MOTORCYCLE
ASSOCIATION TO ESTABLISH A RECREATION AREA IN KONA_
From Christopher Cobb, Chairman of the Board of Land
and Natural Resources , dated June 4, 1975 responding
to Councilman Kawahara' s letter regarding possible sites
on State lands in the Kona area for recreational activities
including a gun, skeet and archery ranges , horseback
riding facilities and a motorcycle course.

ORDINANCE
Bill 133: SELLING ON HIGHWAYS
Amends Section 15, Article 15 , Chapter 6 of the Hawaii
County Code relating to selling on highways.
(Intr. by: Mr. Carpenter)
Refer to Corporation Counsel to properly
amend Section 15. a. to include language
to the effect that "Within two blocks or
where there are no blocks , 500 feet from
the boundary of any school property " .
Approve and recommend passage of Bill 133 ,
as revised, on first reading.
RECOMMENDATION
Acx No. 1: SKATEBOARD ACTIVITIES
pRecommend that the RTC Chairman meet with the administration
and Department of Education officials to look into the
possibility of utilizing the school parking lot as an area
to use for skateboard activities. (Lai/Hisaoka)
