'Z0.21: From Christopher Cobb, Chairman, Board of Land and Natural Resources, dated June 23 , 1975 , commenting on the Kaimu Beach monitoring program. Receive and file. 1 /3 c, No. 75 .3 : HOLUALOA PARK (1 -75 .2/RC-15 ) From Parks and Recreation Director Milton T. Hakoda dated June 17, 1975, transmitting for acceptance the deed for Holualoa Park. Date; j ...... ,.:197 RTC-48 -2- July 2, 1975 4,,e_ No. 574.1: 55 MPH SPEED LIMIT ON HIGHWAYS From Chief Engineer Edward Harada dated June 17, 1975 , requesting the Council to follow the U. S. Department of Transportation' s lead by amending Chapter 6 of the County Code to allow a maximum speed limit of 55 mph on all public highways. This change will enable the posting of speed limits consistent with the design speed of the highways and also allow for a more realistic enforcement of the speed limit. Approve request to allow a maximum speed of 55 mph on all public highways and refer to Corporation Counsel to prepare the proper amendment. 4„0. No. 714.9 : ALAE CEMETERY EXPANSION PROJECT From Mayor Matayoshi dated June 6, 1975 submitting applicable documents required for final approval authorizing expansion of the Alae Cemetery (Chapter 4, Article 1, Cemeteries, Hawaii County Code ) . Informs that on May 7, 1975 the Council adopted Resolution 385 pursuant to Section 441-2 HRS. Approve documents and grant final approval authorizing expansion of Alae Cemetery• No. 1009.11 : LAUPAHOEHOE POINT - COAST GUARD PROPERTY From U. S. Representative Patsy T. Mink submitting correspondence regarding the Coast Guard property at Laupahoehoe Point Light Station. Receive and file. No. 1206 .4: HAWAII COUNTY TRANSIT SYSTEM REPORT - MAY From RTC Chairman dated June 19, 1975 transmitting the Hawaii County Transit System Report for May, 1975 . Receive and file. 110 S RTC-48 -3- July 2, 1975 No. 1223.10: SELLING ON HIGHWAYS (Bill 133 ) From Council Chairman Yamada dated June 24, 1975 referring for appropriate action a copy of the transcript of the statement made by Benjamin Raquinio at the June 18 Council meeting regarding Bill 133 . 1223 .11: From Council Chairman Yamada dated June 24, 1975 , referring for appropriate action a copy of the transcript of the statement made by Gregory D. Miller at the June 18 Council meeting regarding Bill 133 . 1223 .12 : From Don Eggerman, President, Kainaliu Business and Professional Association, dated June 23, 1975, informing that they would like to go on record as strongly supporting Bill 133 and suggests that peddlers, any person who merchandises from a moving vehicle or the sidewalk, be banned also from any established retail or resort area. No. 1306: HOLUALOA SCHOOL FIELD AND BASKETBALL COURT From Councilman Kawahara dated May 7, 1975, submitting a letter from Gilbert Hatter, Principal, Holualoa School, pointing out some needs at the school playground. L C- 1306.1: From Mayor Matayoshi dated June 16, 1975 informing that improvements to the ballfield and basketball court lighting systems have been estimated to cost $40, 000 and $10, 000, respectively. The County and Department of Education have no funding available to undertake these improvements; therefore, unless additional funds are appropriated, these improvements will have to be deferred until fiscal 1976-77. Refer to the Department of Education and administration for possible joint funding for the next fiscal year. No. 1314: SATURDAY NIGHT TEEN-AGE DANCES Statement made by Dorothea Carvalho at the RTC meeting of May 14, 1975 requesting the Parks and Recreation Department to look into holding Saturday night teen-age dances . /SccC- 1314.1 From Parks and Recreation Director Milton T. Hakoda dated June 18, 1975 , submitting comments on C-1315. Receive and file. �No. 1316 : KULANA NAAUAO Statement made by Dorothea Carvalho at the RTC meeting of May 14, 1975, recommending that Kulana Naauao be kept as much as possible in its original form as an "arts" complex. &LC_ 1316.1: From Parks and Recreation Director Milton T. Hakoda dated June 5 , 1975, commenting on C-1316 . Receive and file; and request the administration to look into the possibility and advisability of acquiring the Federal Building as part of the cultural complex when the building is available. k`o._No. 1370: INTERIM POLICY - CANOE REGATTAS From Mayor Matayoshi dated June 12, 1975 , informing that until such time as a uniform policy regarding use and fee charges for County equipment is developed, an interim policy dealing with canoe regattas has been worked out. Because there is no admission charge involved, the Parks and Recreation Department will make available bleachers and other necessary equipment in the interest of public convenience. Whenever food concessions are set up, the department will be assessing the sponsoring group a flat $10 fee. Concur with interim policy for canoe regattas . • • RTC-48 -5- July 2, 1975 4 � o`. 1381: BAYFRONT PARKING FOR CANOE RACES (Rec. 1/RTC-46 ) From Mayor Matayoshi dated June 24, 1975 , informing that the Department of Parks and Recreation has received the concurrence of the Highway Safety Council to provide an area between the Bayfront Highway and Kamehameha Avenue to be used for parking in conjunction with the canoe regattas to be held in Hilo Bay. . Recommends that a special permit be issued by the Council to allow parking in the whole bayfront area on July 5 , July 19 and August 2 during the canoe regattas. Grant special permit to allow parking in the whole bayfront area on July 5 , July 19 and August 2 during the canoe regattas. iet. 17 : KAIMU BEACH BREAKWATER From RTC Chairman dated June 19 , 1975 , submitting a petition from the Ad Hoc Committee for the Concerned Citizens of Kalapana Black Sand Beach containing 2 , 673 signatures submitted to Governor Ariyoshi, Mayor Matayoshi, Army Corps of Engineers and County Council. The petition opposes the decision to construct a breakwater at Kaimu Beach and urges the Governor to follow the recommendations of the Environmental Council which calls for beach replenishment and monitoring of the sand prior to making a decision on whether a breakwater is necessary.
