Transportation, dated June 23, 1975 , commenting on the
statement made by Mrs. Dorothea Carvalho regarding the
gulches on the H.amakua coast.

No. 1256 : HAWAII COUNTY TRANSIT SYSTEM
From RTC Chairman Carpenter dated April 14, 1975 ,
submitting a report representing a 10-year projection
for the Hawaii County Transit System, as compiled by
transit Manager Walton Wood, Managing Director
Jack Keppler and himself as Chairman of the Recreation
and Transportation Committee.
1256 .1: From Deputy Corporation Counsel Earl T. Nakasato dated
April 15 , 1975 , responding in the affirmative to the
question of whether or not the County Council has the
authority to use the County of Hawaii fuel tax to
subsidize the County Bus Transit System, but advises
that there are limitations which are found in Section 243-6,
Hawaii Revised Statutes.
1256.2 : From Director of Finance Stanley A. Nakamae dated April 10,
1975 , furnishing projections of fuel sales and tax revenues
made by the State Department of Taxation and informing
that a one cent increase in the fuel tax rate would
generate about $300, 000 annually.

'No. 1256 .3 : From Mayor Matayoshi dated April 15 , 1975 recommending
the following: (1) the transit system be expanded on a
contractual basis with a capable private concern in light
of the possibility that the transit system may not generate
the extent of passenger ridership projected; (2) parcel
service not be adopted at this time; (3 ) the continuance
of a small number of sampan tour routes to provide novel
service to tourist not be adopted at this time; (4) the
rate schedule that would see the extension of urban fares
of 25 to routes to Laupahoehoe, Volcano, and Pahoa be
allowed; (5 ) coincidental with the placing of the new
buses into services, the fares for senior citizens be
reduced to 50 percent of the prevailing rate established.
1256 .4: From Personnel Director Edwafd L. Silva dated April 14,
1975 submitting a timetable for recruiting and training of
bus drivers (Civil service employees) should the system
be operated by the County.

United Public Workers, dated April 12, 1975 , informing
that their board has taken a similar stand as the State
Executive Board that the County of Hawaii should maintain
control of running the transit system with civil service
employees.

of Hawaii, dated May 13 , 1975 , expressing its continuing
support for an adequate and reliable bus system for the
County of Hawaii.

submitting information on Seattle ' s transit system.
1256 .8 : From Legislative Auditor dated May 13 , 1975 , submitting
information on Oahu' s mass transit program.

appropriate disposition, statements presented by
Mrs. Mary W. Earl and Ms. Dorothy Willis at the April 30
RTC meeting regarding Hawaii County Transit System.

comments on the transit system.

corporation to operate the transit system.
1256 .12 : From Director of Personnel Services Edward L. Silva dated
June 4, 1975 , submitting an updated fringe benefit cost
data for County employees.

July .7, 1975 , informing that they strongly believe that
to have an efficient transit system, an "in house" or
County operated system would be most beneficial in
terms of cost.
/60o 1256.14: From A. Van Horn Diamond, Executive Secretary-Treasurer,
Hawaii State Federation of Labor, AFL-CIO, dated July 9, 1975
informing that -they endorse and recommend the adoption of the
UPW proposal regarding mass transit and its governance by
the County of Hawaii.
1256 .15 : From RTC Chairman dated July 9, 1975 submitting a summary
report setting forth a short-range plan and an action-
oriented policy program for the expansion and improvement
of public transit service for six years from 1975 through
1980.
1256 .16 : From RTC Chairman dated July 9, 1975 submitting five
recommendations regarding the bus transit system.
Refer to the County Council
to take up at its next meeting
the question on whether the
County will have a County-operated
and maintained bus system, a non-profit
corporation, or a contract-run bus system.

No. 1383 : SPECIAL USE PERMIT FOR CEMETERY IN NORTH KONA
From Ken Michael, President, Hualalai Memorial Park, Inc. ,
dated June 18, 1975 , informing that they have filed with
the Planning Department a Special Use permit for the
creation of a lawn park cemetery on property located on
Mamalahoa Highway in North Kona (TMK: 7-5-13-26 ) .
