The following are the recommendations of the Recreation and Transportation
Committee which were considered at its meeting of August 13 , 1975 :
COMMUNICATIONS
�No. 20. 22 : KAIMU BEACH SHORE PROTECTION PROJECT
From Clarissa Anderson, Mayor' s, Administrative Aide,
submitting for information a copy of letter to the Mayor
from Christopher Cobb, Chairman of the Board of Land &
Natural Resources, dated June 24, 1975 informing that the
County' s application for the Kaimu Beach Shore Protection
project was amended based on a presentation by Councilman
Carpenter to proceed with construction of the breakwater
without a prior two-year monitoring period.

�No. 588. 3 : STREET- CROSSING ASSISTANCE PROGRAM
From William A. Waters, District Superintendent, Department
of Education, dated May 20, 1975 , requesting approval and
authorization to initiate three additional street crossing
supervisors at the crosswalks in the vicinities of
Waiakeawaena Elementary School, Ernest B. de Silva School and
Pahoa High & Elementary School. Informs that the proposed
$10,000 for this program for 1975-76 is adequate for the
funding of the existing seven street crossing supervisors
plus the additional three more.
c0 - 588.4: From Mayor Matayoshi dated August 4, 1975 informing that
they have evaluated the request of Mr. Waters for additional
school crossing supervisors and the Council ' s request to
consider hiring a supervisor for the Kinoole and Mohouli
Streets intersection and have found these crossings
hazardous enough to warrant their recommendation for
approval. The addition of these supervisors would not
require any more funds in the current fiscal year than
that already appropriated for this program.
Approve four additional school

as recommended in Communication 588.4

'No. 1017: SCHOOL BUS SAFETY
From Superintendent of the Department of Education
Teichiro Hirata dated September 23, 1974, requesting
assistance in school bus safety program by designating
school bus stops; encloses manual which can be used as
guide to develop stops.
1017.1: From Mayor Bruce McCall dated October 1 , 1974, informing
has referred letter to Chief Engineer for comments and
recommendations; will make further recommendations to
Council in the near future.
1017. 3 : Copy of letter to DOE Superintendent from Mayor McCall
advising that school bus transportation section of DAGS
would be the proper agency to do the designation of bus
stops since they would have the direct input from bus
operators on the best locations for the bus stops; upon
designation of the bus stops, locations can be evaluated
from a safety standpoint by the Highway Safety Council ,
dated November 1 , 1974.

From Steven E. Kroll , President, American Civil Liberties
Union of Hawaii , dated June 9 , 1975 , urging the Council to
amend Bill 133 to include a standard to determine what is
endangering conduct for the benefit of both the police and
the peddlers.
ALLC- 1223.13: From Councilman Levin dated July 21 , 1975 submitting a
letter from Lawrence W. Cohn, attorney, to be considered
in the deliberations of proposed Bill 133.

From Jack Y. Ouye, President of the Hakalau Recreational
Council and Hilo Coast Little League, dated March 16 , 1975 ,
requesting permission to serve liquor at Park.
Deny request to serve liquor
at Hakalau Veterans Park.
'No. 1233.1 : From Mayor Matayoshi dated April 25 , 1975 , informing that
existing ordinances prohibit the consumption of alcoholic
beverages at Hakalau Park; however, Parks & Recreation
Department is currently evaluating the ordinances relating
to liquor consumption at County parks and until such time
as this ordinance is amended, asks the cooperation of the
Council.

requesting Hawaii County provide sanitary facilities for
campers . in Waipio Valley, dated March 2.4, 1975 .

6 1240.1: From Mayor Matayoshi dated April 25 , 1975 , submitting
testimony presented by Director of Parks and Recreation
before' House Committee on Water, Land Use, Development
and Hawaiian Homes during last legislative session; informs
while HR 543 is very specific as to the County' s respons
bility for funding and development , the department' s
contention is that it should be a joint effort.
Recommend the administration
in conjunction with the State
continue to pursue joint effort
to provide sanitary facilities
in Waipio Valley.
�No. 1267: WATER SPORTS IN OR NEAR HILO BAY
From Councilman Levin dated April 18, 1975 , submitting
copies of correspondence between himself and Mr. J. T.
O 'Brien, Director of LOOK Laboratory, on the subject of
water sports in or near Hi-lo Bay and urges that Mr. O'Brien
be invited to make a presentation to the Committee on the
subject.

1267.1 : From J. T. O 'Brien, J. K. K. Look Laboratory, dated
May 23 , 1975 informing that he is unable to appear as
requested due to lack of funds and submits comments of
Dr. Richard Grigg regarding artificial reefs mainly for
surfing.

Recreation and Transportation Committee to express to
Mr. O'Brien its support of the project, through the
attached resolution or by other appropriate means.

No. 1274: EIS FOR DRAG STRIP
From Director of Parks & Recreation Milton Hakoda dated
April 23 , 1975 , submitting for information the final
Environmental Impact Statement for the proposed drag strip.

to. 1281 OLD KONA AIRPORT
From Council Chairman Yamada dated April 25 , 1975 , referring
for appropriate action a copy of the Statement made by
Mrs. Virginia Isbell at the Council ' s public meeting of
April 24 in Kailua-Kona regarding the Old Kona Airport.
1281.1: From Mayor Matayoshi dated June 6, 1975 informing that
Representative Inaba has indicated that he would attempt
to secure an executive order to convey that area of the
park already developed by the County. The Parks and
Recreation Department' s position is that the County should
complete the second phase _of the total development
(Construction of tennis courts and renovation of the existing
terminal building) upon receiving assurance that the
executive order is forthcoming.
1281. 2: From Parks & Recreation Director Milton T. Hakoda dated
July 8, 19.75 informing that original plans for the tennis
courts at the Old Kona Airport would have interfered with
drag racing activities and they are currently having the
plans revised so that both activities can be carried on
at the park.

From Mayor Matayoshi dated August 4, 1975 informing
that the feasibility of acquiring the Federal Building as
part of the cultural complex will be investigated if and
when the building becomes available.

From Katsumi Nii & Andrew K. Higa, Co-Chairman, Waiakea-Uka
Community Association, requesting installation of flashing
red light at Haihai-Ainaola intersection to relieve hazardous
condition and keep accidents at a minimum.

No. 1408.: HAWAIIAN AIRLINES - TERMINATION OF SERVICE TO WAIMEA/KOHALA
AIRPORT
From Al Hansen, Secretary, Rotary Club of North Hawaii , dated
July 9, 1975 , asking the Council to exert its efforts to have
service continued in a reasonable manner to their area and
transmits a letter they sent to the President of Hawaiian
Airlines.

e__No. 1424: AMENDMENT TO TRAFFIC CODE
From Chief Engineer Edward Harada dated July 10, 1975
recommending amendment to the Traffic Code to establish a
"No Parking - Loading Zone" on Ululani Street fronting
McDonald' s Restaurant which was recommended by the Police
Department as a safety measure.
Accept recommendation and
refer to Corporation Counsel to
prepare the proper amendment.

)534,8_ No. 1425 : AMENDMENT TO TRAFFIC CODE
From Chief Engineer Edward Harada dated July 11, 1975
recommending amendment to the Traffic Code to establish
a two-hour time limit zone fbr those parking stalls on
Palani Road between Kuakini Highway and Alii Drive.
Accept recommendation and refer
to Corporation Counsel to prepare
the proper amendment.
No. 1428: AMENDMENT TO TRAFFIC CODE
From Chief Engineer Edward Harada dated July 15 , 1975
recommending amendment to the Traffic Code to establish
a "No Parking" zone along the Kau makai side of Kahakai
Road in North Kona to facilitate the movement of local
traffic.
Approve and refer to Corporation
Council to prepare the proper

4,,8_ No. 1430: SPENCER BEACH PARK IMPROVEMENT
From Elaine Flores, President, Hawaiian Civic Club, calling
attention to the urgent need of funding for the restoration , _
of the shoreline and cleaning or changing of the sand at
the Spencer Beach Park at Kawaihae. They feel that top
priority should be given to the beach area rather than other- 2
improvements to the park.
Support the Hawaiian Civic Club
and request Parks and Recreation Director
to submit cost estimates to restore,
clean.,,;"or change the sand at the
Spencer Beach mark.
No. 1444: SKATEBOARD ACTIVITIES
From Mayor Matayoshi dated July 17, 1975 informing that
they are looking into the possibility of using different
locations throughout the city for "skateboarding"
including the Bayfront parking area and advises that they
will keep the Council informed as to their progress.

No. 1448: USE OF FOG OR PARKING LAMPS
(Bill 151) From Lionel D. Meyer, Deputy Corporation Counsel, dated
July 14, 1975 recommending repeal of Ordinance 67 and .
adoption of
a new section 47, which will amend Article 18,
Chapter 6 (Traffic Code) , Hawaii County Code.
Approve and recommend passage of
Bill 151 on first reading.
4o. 1460:1: OFFER OF PROPERTY - VOLCANO AREA
From Bill and Virginia Dicks dated July 25 , 1975 extending
an invitation to the Council to inspect the Volcano Lodge
property and see its many possibilities.

�No. 1461 : SURVEY - LOCATION OF DRAG STRIP
From Geoffrey B. Lauer, President, Big Island Auto Club,
dated July 22, 1975 , submitting for information a survey
taken on July 18 and 21, 1975 covering the areas in Panaewa
that will be affected by the drag strip because of the
Planning Commission' s deferral to approve a drag strip on .
State Land in Panaewa and their concerns such as access
problems and houses on the road> to the site.
Results of the survey showed that 121 people were in favor
of the location of the drag strip and 10 were opposed.

C_ No. 1462 : BICYCLE MOTOCROSS TRACK
From Chris and Louise Jones; Greg, Dick and Tom Myers;
and Tim Orlie dated July 22 , 1975 requesting a Bicycle
Motocross Track somewhere in town, more or less permanent,
so that kids could practice during the week and races could
be held every couple of weeks. Suggests the vacant land
behind Safeway to the canal and informs that if the County
provided the dirt for the jumps they could build the
rest of the track themselies.

Recreation Director on the location
of the bicycle motorcross track.

Awe. No. 1469: BICYCLE RACE SPONSORED BY BICYCLE RACERS ENTERPRISES _
From Michael E. Root, Bicycle Racers Enterprises dated
July 28, 1975 requesting approval of a bicycle race to be
sponsored by their club on August 31 , 1975 around Liliuokalani
Gardens between the hours of 10 a.m. to 1 p.m. They have
received approval of the route from the police department
as to its safety and alternate' routes available for traffic.

/,,0 _ No. 1504: MOTORCYCLE ROAD RACES AT OLD KONA AIRPORT
From David G. Webster, Road Racing Chairman, and Hobie Van
Gieson, President, Big Island Motorcycle Association, dated
August 12, 1975 , submitting a proposal outlining plans for
a series of motorcycle road races to be held at the Old
Kona Airport:
Grant approval to the Big Island Motorcycle
Association to use the Old Kona Airport
facility to hold a series of motorcycle
road races and that the Association provide
$1,000 ,000 spectator liability insurance
_ _ and $3 ,000 participant accident coverage,
but the Association to continue to pursue
$10,000 particip.ant coverage, with the
County of Hawaii named as the insured.
Request the Corporation Counsel to prepare
an agreement with the Association that
will satisfy and cover all elements as
adequately as possible.

recommendations regarding use of Kulana Naauao.
Pcf. l4.1 : From Parks & Recreation Director Milton Hakoda dated
February 19, 1975, informing that suggested list of interested
individuals connected with organizations using Kulana Naauao
was sent to the Mayor as he is presently forming an advisory
committee to serve in an advisory capacity to the consultant
regarding the improvements to the facility; informs that a
meeting will be arranged with the consultant and advisory
committee as soon as it is formed.

Pet. 14. 2: From Council Chairman dated August 7, 1975 , transmitting
statement made by Carl Moon, East Hawaii Cultural Council
informing of progress report on improvements to Kulana
Naauao and requests that the project be completed as soon
as possible.

SRC-4: COUNTY COMMISSION ON HISTORICAL SITES
(Rec. 1) Refer following proposal of establishing a County Commission
on Historical Sites to Director of P&R and Planning
Director for their comments and recommendations:
( 1) Commission consist of 9 members to be run like other
County Commissions.
( 2) Purpose will be to designate important historic sites
on this island for preservation, restoration and
maintenance.
( 3) Provide penalties for damaging or destroying historic
sites that have been designated by the Commission.
( 4) P&R Department to administer, ordinance and carry out
the restoration and maintenance of the historical sites.
Also request that they submit to Recreation Committee a
proposed ordinance incorporating the above, if advisable.

Bill No. 133 : SELLING ON HIGHWAYS
Amends Section 15 , Article 15 , Chapter 6 of the Hawaii
County Code, relating to selling on highways.
Amend Section 15( a) to read:
"Within 500 feet from the boundary
of any school property during normal
school hours, " and recommend adoption
on second and final reading, as amended.

Bill No. 149 : AMENDMENT TO TRAFFIC CODE (C-1230-1230. 2 . JC-24)
Amends Chapter 6 , Traffic Code, Hawaii County Code,
relating to the creation of one-way street of Keawe and
Kinoole Streets, between Waianuenue Avenue and Ponahawi
Street.
Approve and recommend adoption
on second and final reading.
Bill No:. 150: AMENDMENT TO TRAFFIC CODE (C-574.1/RTC-48)
(Amended) Amends Section 1 , 4 and 5 , Article 8, Chapter 6
(Traffic Code) , Hawaii County Code, as amended, by changing
the maximum speed limit to 55 mph on all public highways.
Approve and recommend adoption
on second and final reading.
