S . Representative Patsy T. Mink transmitting copies of letters from the Chairman of the House Committee on Merchant Marine and Fisheries and from the U. S. Coast Guard Commandant stating that the property situated at Laupahoehoe Point, 1. 21 acre, has been determined excess to the needs of the Coast Guard and will be relinquished for disposal. Receive and file. No. 1206.6 : HAWAII COUNTY TRANSIT SYSTEM - REPORT From RTC Chairman Carpenter transmitting operating report .for July, 1975. Receive and file. No. 1223.14: PEDDLING ORDINANCE From RTC Chairman Carpenter transmitting for information testimony received from the Kona Chamber of Commerce on the peddling ordinance. Receive and file. 7No. 1312 : U-TURN ON BOTTOM OF KAHILI STREET IN HONOKAA From Councilman De Luz dated May 14, 1975 , transmitting for disposition a letter and petition from Cresogono Andaya to change the U-turn on the bottom of Kahili Street in Honokaa, Camp 8. Mathews, President of the Hamakua Traffic Safety Committee, dated August 22, 1975 , advising that the concerns of the residents have been met, the safety of the U-turn area improved, and the problem solved. • Receive and file. • /e - No. 1444. 1: SKATEBOARDING IN FLOOD CONTROL CHANNELS From Deputy Corporation Counsel Katsuya Yamada dated July 31 , 1975 , responding in the negative as to whether or not it would be adviseable 'to utilize flood control channels for skateboard activities. Accept recommendation to prohibit skateboarding in flood control channels. No. 1470.1 : REEDS BAY - WHITE SAND BEACH From Mayor Matayoshi dated August 20 , 1975, informing that a response on the proposal for a white sand beach at the Reeds Bay area will be forthcoming shortly. No. 1505 : HAKALAU VETERANS PARK From Council Chairman Yamada dated August 14, 1975 , submitting from P&R Director Hakoda a report on the condition of the restroom and grandstand facilities and: scoreboard at H ak alau Veterans Park. Receive and file. • ,�.C- "No. 1511 : HALE HALAWAI - PLANTINGS From P&R Director Hakoda dated August 14, 1975 , recommending approval to allow the Kona Outdoor Circle to place plantings on the Hale Halawai grounds as a memorial to the late Alice Wall with the condition that the plantings be simple and the Kona District Supervisor be consulted as to type and location. No. 1512.: _ TRAFFIC CODE - AMENDMENT (Bill 156) From Deputy Corporation Counsel Earl Nakasato submitting for adoption a bill for an ordinance amending Chapter 6 (Traffic Code) , as amended, by amending a general provision relating to scope and applicability. Approve and recommend passage of Bill 156 on first reading. (Oppose: Mr. Kawahara) No. 1533: TRANSIT SYSTEM CONTRACTS From Mayor M atayoshi dated September 3, 1975 transmitting for review and advice, two types of contracts, performance type contract as well as cost-plus type contract. Refer to the County Council for action. ORDINANCE Bill No. 151 : TRAFFIC CODE AMENDMENT - FOG OR PARKING LAMPS (C-1448) Amends Article 18 of Chapter 6 (Traffic Code) , as amended, by the addition thereto of a new section prohibiting the use of fog or parking lamps. (Intr. by: Carpenter) Approve and recommend adoption on second and final reading. RECOMMENDATION 4c 4-No. 1: KAUMANA PARK (C-38) �pPrZ? Concur with the proposal of the administration to explore the alternate park site and request the Director of Parks and Recreation to meet with the Kaumana Kumiai and community association and report his findings to Committee.
