Fong dated December 12, 1975, acknowledging receipt of Resolution 492 and informing that when the damage to Kaimu Beach caused by the recent earthquake has been fully assessed and it is clear what the next step should be on this pro- ject, he shall continue to try to obtain appropriate funding to preserve the beach. Receive and file. 4. 556. 11: HILO BAY STUDY . From U. S. Senator Hiram L. Fong dated December 12, 1975, acknowledging receipt of Resolution 480 and encloses copy of his December 12 letter to the Senate Public Works Committee requesting approval of a resolution authorizing a study of Hilo Bay under the Corps of Engineers ' urban studies program. 556. 12: Copy of letter to Colonel J. Poteat, CE, USA, Assist- ant Director of Civil Works, Pacific, Dept. of the Army, from U. S. Representative Spark Matsunaga dated December 16, 1975, requesting information on the present status of the various phases of the Hilo Bay project. 556. 13: From Governor George R. Pender, District Engineer, Corps of Engineers, dated January 2, 1976, inform- ing that as insufficient monies are available to install wavegaging devices in the harbor to collect data on surge conditions in Hilo Bay during the fourth quarter of the current fiscal year, proposes to begin the comprehensive study immediately and include the gaging program as part of the overall study. Hopes to finish their plan of study by October of this year and proceed with the detailed study program in FY 1977. Receive and file. /0.6- No. 919. 14: TRANSIT SYSTEM (Res. 518) From Dennis Jakahi, Interim Transit Coordinator, dated January 8, 1976, submitting a proposed resolu- tion authorizing the Mayor to enter into an agree- ment amending the Mass Transportation Capital Grant Contract as the original grant of $474, 852 proved to be inadequate in light of the higher than expected bid prices on the ten AM General and five Transcoach buses; therefore, requests the Council to authorize the Mayor to enter into this agreement to increase the grant to $708, 168. Approve and recommend adoption of Resolution 518. No. 919. 15 : OPERATING SUBSIDIES FOR BUS TRANSPORTATION From Dennis Jakahi, Interim Transit Coordinator, dated January 6, 1976, submitting a memo briefly describing the status of possible operating subsidies for bus transportation. Receive and file. No. 1604. 1 : SPEED LIMITS - HONOKAA From Morris P. Mathews, President, Hamakua Traffic Safety Committee, dated November 18, 1975, advising that they concur with changes in speed limits on Route 240A in Honokaa and additionally requests a Y 1 i • RTC-59 -3- January 14, 1976 change from 45 mph to 55 mph on that portion of Route 240A between New Stable Camp and Kona Camp. Exceptions would be those residential areas already posted at 35 mph. Receive and file. �No. 1637 : SPEED BUMPS From RTC Chairman Carpenter dated November 19, 1975, submitting for consideration and action, a copy of a letter from Mr. William T. Benham on the subject of lack of safety standards for "Speed Bumps. " 1637. 1: From Chief Engineer Edward Harada dated December 23, 1975, submitting documents relating to speed bumps and intorms that their department has always been and is still opposed to any_ installation of speed bumps along County roads. Prior discussions have pointed to the adverse effects of speed bumps in creating unsafe conditions to motorists and the general public. Awe- 1637. 2: From RTC Chairman dated January 7, 1976, submitting letter from George M. Paiva, Safety Coordinator, relative to anti-speed bumps and recommends enact- ment of an ordinance to control location, size and configuration of speed bumps as suggested. Recommend enactment of an ordinance to control location, size and confi- guration of speed bumps and refer to Corporation Counsel to prepare bill for an ordinance. 4Lc- No. 1658: TRAFFIC CODE AMENDMENTS From Chief Engineer Edward Harada dated December 1, 1975, recommending amendments to the Traffic Code to establish speed limits along Route 11 in Kau. Mathews, President, Hamakua Traffic Safety Committee, dated December 9, 1975, commending the police department' s radar task force in reducing accidents and requests Council ' s support of the police department in whatever manner is necessary to enable them to maintain a high level of traffic enforcement through the task force or other appropriate means. Receive and file; and inform writer that the Council supports the use of radar to enforce speed limits to reduce accidents. e_ No. 1667: SEAFLITE OPERATIONS From F. T. Cooper, President, Pacific Sea Transporta- tion, Ltd. , dated December 12, 1975, informing that since the commencement of operations on June 15, 1975 they have experienced a series of mechanical failures which have caused them to cancel scheduled trips causing them to suffer substantial loss of revenues as well as additional costs of providing alternate transportation to customers and also incalculable damage to their reputation for reliability. Antici- pates that prior to the end of 1976 they will have all three vessels running on reliable schedules; however, in the interim they have no reasonable alter- native but to request the PUC to allow them to tem- porarily suspend the present service involving one daily trip between Maalaea, Maui and Kailua-Kona, Hawaii; requests understanding of the Council during this trying period. Inform writer that the Council supports their request to PUC to temporarily suspend service to Kailua-Kona. c_ No. 1669: BAKER"-'S BEACH (MOTION 67). From Parks & Recreation Director Milton T. Hakoda dated December 9, 1975, . informing that their depart- ment is currently working toward the development of • • RTC-59 -5- January . 14, 1976 a shoreline master plan for Hilo, extending from the Wailuku River estuary to the former Puumaile Hospital site (Leleiwi Point). A preliminary sub- mission of the master plan recommends the develop- ment of Baker's Beach and Ocean View lots into a recommends the immediate public park and acquisition of parcels 25, 26 and 27 of TMK: 2-1-07 which are now vacant and contiguous to each other; requests autho- rization to write to the Department of Land & Natural Resources and to the lessees for the acquisition of the three parcels. Approve request. No. 1670: DEAUTHORIZATION REVIEW OF REEDS BAY SMALL BOAT HARBOR Notice of Public Meeting on Deauthorization Review of the Reeds Bay Small Boat Harbor, Hilo, Hawaii, from Colonel F. M. Pender, District Engineer, Corps of Engineers, dated December 8, 1975. Public meeting to be held on January 15, 1976 at 7:30 p.m. in the Councilroom. Receive and file. No. 1678: PUBLIC COMMENT ON PLANS FOR REPAIRING EARTHQUAKE DAMAGE AT HAWAII VOLCANOES NATIONAL PARK News Release from National Park Service, Hawaii Volcanoes National Park, wishing to make known its proposals for restoring public use of certain of the more popular attractions in the Park and asks for comments and suggestions from the public. Receive and file. k,,, C No. 1684: BENCHES FOR BUS STOPS From an Coen ate June 6, 1976 requesting approval for the Hilo Lions Club to install concrete benches at about three or four locations downtown where the County buses stop. They intend to use the bench mold as a fund-raising project, by selling additional benches to other organizations throughout the island for use on the bus route. Approve request. 410 111 RTC-59 -6- January 14, 1976 ORDINANCE "Bill 198 : TRAFFIC CODE AMENDMENT (C-1604/RTC-55) Amends Chapter 6 (Traffic Code) , Article 8, Section 3 (Speed Limits) , Hawaii County Code, as amended, to add Mamane Street from Plumeria Road intersection to Ohia Street under the 25 mph category and the Hono- kaa-Waipio Road, from Nienie Bridge to Plumeria Road intersection under the 35 mph category. Approve and recommend passage on first reading.
