The following are the recommendations of the Recreation and Transportation
Committee which were considered at its meeting of February 25, 1976.

4C- No. 1267. 7: ARTIFICIAL SURFING SITE IN HILO BAY
From Me vyn R. rowan R C, Corps of Engineers, Deputy
District Engineer, dated February 11, 1976, responding
to RTC Chairman' s letter of January 20, 1976 regard-
ing an artificial surfing site in Hilo Bay.
Receive and file. Send copy
of Communication 1267. 7 and
inform Look Laboratory that
the Council would like to
- have them undertake the pro-
ject as long as navigation
in Hilo Bay is not interfered
with.

(TRAFFIC CODE - NO PARKING ZONES)

requesting "No Parking" zones be authorized by adding
items, as listed, to Schedule 8, Section 8 of
Article 15, Chapter 6, Hawaii County Code. Informs
these parking prohibitions are needed to provide
acceptable stopping sight distances at these inter-
sections.
Approve request and refer to
Corporation Counsel to prepare
proper amendments.

C, No. 1728: LAKE PUU PULEHU (Rec. 1/RTC-59)
From Mayor Herbert T. Matayoshi dated February 13, 1976,
informing that the acquisition of Lake Puu Pulehu is
reflected in the County of Hawaii Recreation Plan to
be developed into a passive recreational facility in
coordination with the State' s plan for the area.
However, the project carries a very low priority as
there are many more pressing needs to be met in the
South Kohala District and they shall pursue develop-
ment of this facility as soon as they are fiscally
able to.

recreational facility for the
County.
Res. 546: RENAMING KEAAU PARK TO HERBERT C. SHIPMAN PARK
Declares that Keaau Park be renamed Herbert C. Shipman
Park in honor of a man who has achieved success in all
aspects of his community, business and humanitarian
endeavors, and especially, for his service and dedi-
cation to the peoples and district of Puna.

ORDINANCE
Bill 211: TRAFFIC CODE AMENDMENTS (6-1658/RTC-59)
Amends Chapter 6, (Traffic Code) , Article 8, Section 5
(Special Speed Limits) , Hawaii County Code, as
amended, to establish speed limits along Route 11
(Mamalahoa Highway) in Kau.
Approve and recommend passage on
first reading.
