1267.9 : ARTIFICIAL SURFING SITE IN HILO BAY
Copy of letter to John T. O 'Brien, Director, Look
Laboratory, from Ronald Linky, Director, Sea Grant
College Program, dated March 11, 1976 informing that
they are unable to provide any Sea Grant funding for
next year as the proposal cycle has been completed
and is being prepared for submission to Washington
but would be supportive of efforts to other funding
agencies.

No. 1423. 3 : RULE 4 - RULES RELATING TO HOOLULU PARK COMPLEX
Copy of letter to Mayor Matayoshi from Richard H. Matsu-
naga, Principal, Hilo High School, dated March 17, 1976 ,.

item 3a of Rule 4) for the use of Civic Auditorium for
graduation.

From Mayor Matayoshi dated March 23, 1976 informing
that they will give very serious consideration to the
recommendations made by Kathryn Beveridge to stimulate
ridership of the transit system.

'No. 1767.1 : BUS SERVICE TOKKULAIMANO
From Elmer R. Boggs dated March 19 , 1976, asking
extension of the bus service from Papaikou to Pepeekeo
as it would be a much needed service at a reasonable
cost.

e_No. 1789 : AMENDMENT TO TRAFFIC CODE
From Chief Engineer Edward Harada dated March 15 , 1976 ,
informing that per request of Councilman Kawahara,
,they have checked into the parking problem on Alii
Drive mauka of Reuben' s Restaurant and advises that
the police department and two churches fronting the
affected area are for some type of parking ban; there-
fore, requests that Item 2 under the Kona section of
Schedule 12 (No Parking Zones). , Article 15 , Section 8-B,
of the Traffic Codebe amended.
Approve request and refer
to Corporation Counsel to
prepare proper amendments.
�No. 1793 : POLICE STATION BUILDING ON KALAKAUA STREET
1/RTC-63)
From Mayor Matayoshi dated March 23, 1976 informing
that the proposal for the administration to consider
the feasibility of utilizing the former police station
building as an art and cultural facility is currently
under consideration by his staff and will be coming
forward with their recommendations shortly.

From Mayor Matayoshi dated March 23 , 1976 submitting
report on the Hawaii County Transit System covering
the period January 1 to February 29 , 1976.

6_ No. 1805 : WAIAKEA LIONS PROJECT
From Parks & Recreation Director Milton T. Hakoda
dated March 30 , 1976, informing that the Waiakea
Lions Club has offered to construct a concession/broad-
cast booth at the Hualani Park in Keaukaha. They
have donated $2 ,000 worth of materials and will also
be donating approximately $5 ,000 worth of labor
for this project. The County ' s contribution toward
the completion of the project is approximately $5 , 800
worth of additional materials; considers this a very
generous donation and recommends that the Council
accept this offer.

Lions Club with thanks.
C. No. 1806 : AMENDMENTS TO TRAFFIC CODE
From Chief Engineer Edward Harada dated March 29 , 1976 ,
recommending that a Freight Loading Zone be estab-
lished on the mauka side of Kilauea Avenue, just
puna of Mamo Street and advises that the four
affected businesses are all in favor of a Freight
Loading Zone.
Accept recommendation and refer
to Corporation Counsel to prepare
proper amendments.
RECOMMENDATIONS
k, ec_ No. 1 : PEDESTRIAN CROSSWALKS
C MSF/Hz2 Request the administration to establish pedestrian
crosswalks in two or three areas between the Kaiko' o
Mall and the County Building, State Building and
Hilo Lagoon Hotel and post appropriate "Crosswalk
Ahead" signs.
