Committee which were considered at its meeting of May 4, 1976 :

No. 556.18: HILO BAY STUDY
From U. S. Senator Hiram L. Fong dated April 8, 1976,
transmitting copy of his statement submitted to the
Senate Appropriations Subcommittee on Public Works in
support of public works projects. in Hawaii .

No. 1267.8: : ARTIFICIAL SURFING SITE IN HILO BAY
From J. T. O 'Brien, Director, Look Laboratory, dated
March 10 ,1976, informing that they are interested in
the subject feasibility study but cannot proceed
without funding; will renew proposal through UH-Sea
Grant Program, but would appreciate any funds the
Council might earmark for project and/or comments
on October 1975 Plan.
1267.10: From Mayor Matayoshi dated April 19, 1976, informing
that they are interested and would support such a
study; however funding is not. presently available.
Further informs that they would support a request
for the necessary planning funds if such a proposal
is made.

Hawaii conducted by the Consulting firm of

"No. 1767: BUS SERVICE TO KULAIMANO (Rec. 1/RTC-61)
From Interim Transit Coordinator Dennis Jakahi dated
March 10, 1976, responding to feasibility of providing
bus service to Kulaimano. Because of the high cost and
the fact that to extend Papaikou would disrupt the
Waiakea-Uka schedule, makes this approach impractical ;
a possibility is to send a bus specifically to Kulaimano
twice a day which would require at least 30 passengers
each day to offset this non-budgeted expenses. Cost
for this bus would be approximately $29 .50 per day, or
$9, 204.00 annually.
1767. 2 : From Mayor Matayoshi dated April 21 , 1976 informing that
the Transit Coordinator is favorably considering RTC ' s
recommendations to consider a two-week trial run of
existing route extensions to service the residents of
the Kulaimano Subdivision; if there is some assurance
of considerable patron interest, a trial period will
be established to prove it.

No. 1779 : REQUEST TO EXTEND PAVILION - GILBERT CARVALHO PARK
From Daniel S . Perreira dated March 17, 1976 on behalf
of the Piihonua-Kaumana residents, requesting extension
of the pavilion at Gilbert Carvalho Park 15 feet toward
the Puna side and 10 feet in the front toward Hilo side
with two sliding doors to make it suitable for all
functions; also asks that the Piihonua Kaumana people
be given first preference on use of the pavilion.
From Mayor Matayoshi dated April 19 , 1976, informing
that the master plannig of the park complex will be
initiated shortly and the suggestion of extending
the pavilion will be investigated.

�No. 1782. 3 : CLOSING OF HAWAII 2000
From Mayor Matayoshi dated April 19 , 1976, informing
that in view of the recent public announcement that Hawaii
2000 has reorganized and will reopen, feels that County
takeover should not be pursued at this time. As indicated
in his letter of March 10, 1976, the current staffing and
operational funding would seem to make any consideration
of a takeover unfeasible for the near future.

No. 1794.1 : HAWAII COUNTY TRANSIT SYSTEM - MARCH OPERATING REPORT
From Mayor Matayoshi dated April 22, 1976 transmitting
the monthly operating report for the Hawaii County
Transit System for the month of March, 1976.

4,d_ No. 1834: AMENDMENTS TO TRAFFIC CODE
From Chief Engineer Edward Harada dated April 7, 1976
requesting speed limits be authorized by amending
Schedule 5 , Sec. 5 of Article 8 of the Traffic Code
by adding the following items under their respective
subsections; 35 mph - Kawili Street, between Kinoole
Street and Puainako Street; 40 mph - Ponahawai Street,
from a point 0. 2 miles mauka of Kapiolani Street to
Komohana Street.
Approve request and refer to
Corporation Counsel to prepare the
proper amendments. <4p,
4,,e_ No. 1835 : NAMING OF KEAUHOU PARK
From Councilman Kawahara dated April 19 , 1976, requesting
on behalf of citizens of Kona that the county park
off Kuakini Highway now being constructed be named the
Harold K. Higashihara Park in memory of the late member
of the Board of Supervisors.
Approve request and refer to
Corporation Counsel to prepare
proper resolution.

Comm. 1843 : BUS FARE
From Transit Coordinator Barney B. Menor dated
April 21, 1976 responding to a suggestion by
Mrs. Mary Torres that the bus fare be 25 cents
throughout. Inasmuch as the fare structure was
established a little over four months ago, believes
it should be continued for at least two more months,
at which time they should be better able to evaluate
its effect on ridership.

recommendation of Transit Coordinator.
$.Stere— Comm. 1844: SANITARY FACILITIES FOR BAYFRONT AREA (MOTION 78)
From Parks & Recreation Director Milton T. Hakoda
dated April 21, 1976 informing of their plans to
rent two portable toilets at a cost of $90 each
month immediately for placement in the Bayfront
area, with the addition of two more units when the
heavy canoe season starts which would mean assuming
the cost of renting four chemical toilets for
approximately five months. Should this plan be
acceptable to the Council, requests an appropriation
of $2, 000 to cover the rental and servicing as
departmental funding is not available. Informs
they anticipate the completion of permanent restroom
facilities in the area prior to the beginning of the
1977 canoe season.

Finance Director for funding.
