HomeMy WebLinkAboutREP RTC 069 06/09/1976 1972-1976 • 1111 11111 RECREATION AND TRANSPORTATION COMMITTEE Report No .- Hawaii County Council Hilo, Hawaii The following are the recommendations of the Recreation and Transportation Committee which were considered at its meeting of June 9, 1976: COMMUNICATIONS �No. 1767. 3: HAWAII COUNTY TRANSIT SYSTEM - KULAIMANO SERVICE From Transit Coordinator Barney B. Menor dated May 21, 1976, submitting resultsof a three-week trial of bus service into Kulaimano once a day commencing May 1 which showed total ridership average one a day with 75 percent of the ridership occurring on Wednesdays. Therefore, recommends effective immediately the bus service to Kulaimano be once a week, on Wednesdays; the frequency will be increased when the demand and actual ridership increases. Receive and file. No. 1794. 2 : HAWAII COUNTY TRANSIT SYSTEM - APRIL OPERATING REPORT . From Mayor Matayoshi dated May, 24, 1976 transmitting the monthly operating report for the Hawaii County Transit System for the month of April, 1976. Receive and file. �No. 1854: HAWAII COUNTY TRANSIT SYSTEM - NEW BUS ROUTES From Dr. R. O. Lundborg dated April 6, 1976 strongly urging consideration of a route as suggested connecting all the medical facilities of Hilo and expresses hope that the Committee and Transit Coordinator will give serious consideration to his ideas offered to Menor to improve the bus system. 1854.1: From Transit Coordinator Barney Menor dated May 18, 1976, ' submitting copy of _his response to Dr. Lundborg' s letter of April 6, 1976. No. Date: JUN 1 6 1916. • RTC- 69 - 2 - June 9, . 1976 L,g_ e_ No. 1890: TRAFFIC SIGNAL LIGHTS - DOWNTOWN HILO (Rec. 1/RTC-60) From Mayor Matayoshi dated May 24, 1976 informing they have looked into the possible signalization of Kamehameha-Waianuenue-Bayfront, Kamehameha-Kalakaua-Bayfront, and Kameh ameha-H aili-Bayfront, intersections without ' considerations for the extensions of Ponahawai Street through Mooheau Park. Of the various alternatives considered recommends that the Kamehameha-Kalakaua intersections be signalized and an on-ramp constructed from this intersection onto the Bayfront Highway, as shown on the attached preliminary plan. Accept recommendation of Administration. ibe_ No. 1894: CROSSWALKS IN HOLUALOA, KONA From Chief Engineer Edward Harada dated May 25, 1976 submitting request received from the directors of the Kona Arts Center to revised the locations of crosswalks in Holualoa, Kona; concurs with the suggestions made and recommends that item 19 under Kona of Schedule 7, Article 12, Section 1-A of the Traffic Code be amended. Approve recommendation and refer to Corporation Counsel • to prepare the proper amendments. ‹k., atee a34,/ 7a� e_ No. 1895: OLD POLICE STATION (Rec. 1/RTC-63) From Mayor Matayoshi dated May 26, 1976, responding to inquiry on the administration's plan for the old police station property on Kalakaua Street. List five alternatives being considered for the property and informs that with exception of alternatives 3 and 5 all others require considerable expenditure of public funds to implement. Because of their desire to be very selective on new capital improvements projects and to assure that the alternative recommended to the Council would contribute toward improving the viability of downtown Hilo, seeks concurrence of the Council in holding any action on the property in abeyance until a financial impact analysis can be made on each of the alternatives. Recommend administration concentrates its efforts on alternatives 1, 2 . or 3 in their plans for the former police station site. III 410 RTC-69 - 3 - June 9, 1976 ORDINANCE 0 Bill No. 228: TRAFFIC CODE AMENDMENT (C-1789/RTC-65) Amends Chapter 6 (Traffic Code) , Article 15 , Hawaii County Code, as amended, by establishing a no-parking zone on Alii Drive in Kailua-Kona. (Introduced by: Mr. Carpenter) Approve aid recommend adoption of Bill 228, as amended, on second and final reading. RECOMMENDATION ,c _ No. '1: EMERGENCY TELEPHONE - WAILOA RIVER PARKING LOT <NRequest Hawaiian Telephone Company to provide a pay telephone at the Wailoa River parking lot on the Hamakua side for emergency purposes.
