The following are the recommendations of the Recreation and Transportation
Committee which were considered at its meeting of June 22 , 1976:
COMMUNICATIONS
�No. 1460.15 : VOLCANO PARK
From Councilman Carpenter dated June 8, 1976 submitting
for information a copy of the minutes of the May 27
Volcano Park Advisory Committee meeting.

�No. 1573: HILO CIVIC AUDITORIUM SIGNS
From Councilman De Luz dated September 30, 1975 , requesting
consideration to install a suitable sign at the Hilo Civic
Auditorium listing the events scheduled at the Hilo Civic;
also directional signs to be placed at various intersections
to aid the rural residents, newcomers and visitors in
locating the Civic.
Ace- C-- 1573.2 : From Mayor Matayoshi dated June 9, 1976 following up on
the request for cost estimates to purchase and install a
suitable sign at the Civic Auditorium to advertise scheduled
events. After several inquiries to local and mainland
distributors, the Director of Parks and Recreation has
finally received a response and recommends Style D in the
catalog from the Berloc Manufacturing Company which has
overall dimensions of 174x84 inches, cost estimated at
$1,000, including installation. ' Informs that directional
signs are being considered for placement at appropriate
intersections; however, installation should take place
after the completion of construction work presently taking
place on Manono Street and Kanoelehua Avenue.
Recommend purchase of signs
from Parks & Recreation
departmental funds.

Comm. 1732: PORTABLE STALLS FOR WAIMEA DISTRICT
From Hugo VonccPl�aten Luder, President, Hawaii- Horse Racing
Association, dated February 10, 1976 asking -the County to
consider purchasing -approximately 30 portable stalls to be
set up at the Parker Ranch race track and rodeo' grcunds for
• temporary use of the public until such time .that the County
can build a small equestrian park in their area.
1732.1.0; . From Mayor Matayoshi dated March 31, 1976 informing that
four suppliers were contacted. and the cost to provide
thirty portable stalls ranges from $8, 220 to $35,925, plus
freight; advises that preliminary discussion with the .
Corporation Counsel' s office indicate that expenditure of
County funds to provide equipment for use on private
property is illegal and a formal opinion will be forwarded.

Deputy- Corporation Counsel' s opinion on the request by the
Hawaii Horse Racing Association that the County purchase
portable stalls. .
Accept •opinion of Deputy Corporation Counsel
and recommend that the request from the
Hawaii Horse Racing' Association be denied.
