The following are the recommendations of the Recreation and Transportation
Committee which were considered at its meeting of July 28, 1976:
COMMUNICATIONS
No. 1599: HILO LIONS. CLUB PROJECT - BOILING POTS
Copy of letter to Mr. Joe Souza, Department of Land and
Natural Resources, from Dan Cohen, Hilo Lions Club,
dated July 30,. 1975 asking the State to supply the •
materials and they will construct the improvements with
their own labor at the Boiling Pots area in Hilo as one
of their community projects.
1599.1: From Christopher Cobb, Director of theDepartment of
Land. and .Natural Resources.;. dated July 8, 1976 citing.
the reasons why they contracted the Wailuku River State
Park Boiling Pots project out to private contractors
and assures that their adherence to have the work done
by a private contractor in no way reflects on the
workmanship or ability: of the Hilo Lions Club.

,( G No. 1876.1: HONOKAA RODEO ARENA .
From Mayor Herbert T. Matayoshi dated June 23, 1976,
informing it is their• understanding that the Hamakua
Development Council has recommended the acquisition of
• the existing rodeo grounds located on a 8.156-acre
parcel (TMK: 4-5-03:10) . Informs the County has no
objection to this site provided that an acceptable
purchase price can be negotiated; however, recommends
• than an official position recommendation be submitted
by the Hamakua Development Council before any further
action is taken. Informs $25,000 has been appropriated
by the County and an additional $25,000 from the State
will become available on July 1, 1976.

Francis P. McGough, Vice President, Hamakua District
Development Council, dated July 16, 1976 informing that
at their Executive Board meeting of July 15, their Board
voted in favor of requesting the P & R Department to .
begin proceedingsto acquire the property in Honokaa on
which the rodeo arena is located.
Request administration to
proceed with the acquisition
of the property (TMK: 4-5-03:10)
that is being offered to the
County for a rodeo site.
�No. 1873: SCHOOL BUS INSPECTIONS
From °Ghiaki Matsuo, President, School Bus Contractors
Association of Hawaii, dated May 7, 1976 requesting
review of Chapters V, Section 3-4 of the County Code
with respect to School Bus Inspections with the view of
reducing the stringency of the requirements, while not
sacrificing the 'safety of the students that are transported;
submits for study information plus the accident report
which would tend' to support their contention that the
P.U.C. requirement of two major' inspections per year is'
sufficient. Kauai and Oahu follow this plan; also
Henry Imanaka of the Department of Education and
Officer Joseph Dart of the Hawaii Police Department had
indicated acceptance of their plan to seek a 'modification
in the Code.
1873.1: ' From Harry C. Chuck representing the School Bus Contractors
Association of Hawaii dated June 22, 1976 requesting relief
with respect to monthly school bus inspections as required
under Chapter 5, Article 4, Section 4.02, Hawiii County
Code; and submits correspondence and information relative
to the subject matter.
1873.2: From RTC Chairman Carpenter dated June 22, 1976 submitting
for information copies of correspondence presented by
Mr. Lloyd Hara, Chairman, Hawaii School Advisory Council,
relative to the subject matter.
1873. 3: ' From William A. Waters, District Superintendent dated
June 28, 1976 obdecting to any revisions of Chapter V,
Section 3-4 whereby safety inspection would be relaxed.
Informs he is in' favor of having all counties adopt the
highsafety standards established by the County of Hawaii.
1873.4: From Guy A. Paul, Acting Chief of Police dated June 28, 1976
informing that their. Department disagrees with the request
to reduce the number of school. bus inspections required by
Chapter 5, Article 4, Section 4.02, Hawaii County Code.
Informs that it would take evidence of the most compelling
nature to recommend that school bus safety inspection
standards by lowered.

,k,01..No. 1873.5: From Safety Coordinator George Paiva dated July 1, 1976
informing enforcement of the existing program through
monthly inspections should be continued.
Deny request to reduce the
number of School bus inspections
as required under Chapter 5 ,

44o. 1895.2: OLD POLICE STATION
From Suen Hughes, President, Big Island Dance Council,
dated July 3, 1976 endorsing the Hawaii County Council ' s
option of renovating the old police station on Kalakaua
Street into a community cultural and arts center. Informs
of their need for office and dance space to hold classes
and rehearsals and suggests that alternatives be considered
before a final decision is made.

IL No. 1933 : TELEPHONE - WALTER VICTOR BASEBALL PAVILION
From Councilman Frank De Luz, III , dated July 12, 1976
informing that there is an urgent need to have a telephone
installed at the Walter Victor Baseball Pavilion.

to consider installation of a
telephone at the Walter Victor
Baseball Pavilion.
ORDINANCE
Bill No. 236: AMENDMENTS TO TRAFFIC CODE (C-1894/RTC-69)
Amends Chapter 6 (Traffic Code) , Article 12 (Pedestrians
Right and Duties) , Hawaii County Code,by establishing
crosswalks on Mamaiahoa Highway in Holualoa, Kona.
