The following are the recommendations of the Recreation and Transportation
Committee which were considered at its meeting of October 14, 1976.
COMMUNICATIONS
No. 556. 19 : HILO BAY STUDY
From U. S. Representative Spark Matsunaga dated
September .30, 1976 informing that a comprehensive study
of the Hilo Bay Area by the Corps of Engineers has been
included in the 1976 Omnibus Rivers and Harbors Bill
(H.R. 15636) which is expected to be passed by Congress
before adjournment.

No. 1009. 18 : LAUPAHOEHOE POINT WADING POND
From Parks and Recreation Director Milton T. Hakoda
dated September 22, 1976 informing that their application
for the surplus Federal property has been approved,
effective October 1, 1976. Therefore, they have requested
that the pending permit application with the U. S. Army
Corps of Engineers be re-activated; upon approval of

From Parks and Recreation Director Milton T. Hakoda
dated September 13, 1976 informing that they have had
numerous requests from the public, including Walter
Victor' s widow, to rename the subject facility from
Walter Victor Pavilion to Walter C. K. Victor Baseball
Complex, and requests formal action by the Council to
make the change.

1976.

�No. 1952. 3: TRAFFIC CODE AMENDMENT - OVERTAKING AND PASSING OF
SCHOOL BUSES
From William A. Waters, District Superintendent, Depart-
ment of Education, dated September 17, 1976 expressing
appreciation to the Council for adopting Ordinance 221
and informs of their program to disseminate information
to the general public and explain ramifications of the
new ordinance as it relates to the responsibility of
the driver, the student and the police department; also
informs of a new program whereby each bus used for the
transportation of students to and from schools is properly
registered and certified according to provisions of
Rule 48 of the Department of Education.

'No. 1995 : TRAFFIC PROBLEM - SPEEDING
From Councilman Kawahara dated August 30, 1976, request-
ing action and relief regarding complaints of speeding
in the Kona area. The-many wrecks seen along the roads
are proof that something must be done.
1995. 1: From Mayor Herbert T. Matayoshi dated September 24, 1976,
informing that the Kona police have been instructed to
step up their enforcement efforts to combat speeding in
the district.

�No. 2020: ILLEGALLY PARKED CARS
From Councilman William S. Kawahara dated September 17,
1976 informing that there had been many reports of ille-
gally and dangerously parked cars on County roads. Par-
ticularly dangerous are cars parked on the roadside partly
on the pavement. Feels that immediate steps should be
taken on a county-wide basis to eliminate this unnecessary
and dangerous problem.

September 24, 1976 responding to C-2020. Informs they
are constantly concerned with all parking violations

(con"t. ) normal work day; in the event they have been remiss in
their traffic enforcement effort, they would appreciate
being advised of such and would welcome any specific
information as to where these violations are occurring.

�No. 2021 : NIGHT LIGHTING FOR KONA AIRPORT
From Councilman William S. Kawahara dated September 1,
1976 reporting that there is an urgent need for lighting
of the ball diamonds at the Kona Airport Park for night-
time activities, also that every effort be made for
instant landscaping with shade trees to protect parti-
cipants and spectators from the sun. It is the feeling
of the community that the airport parcel should be
developed and maintained by the County only.

�O- No. 2047 : TRAFFIC CODE AMENDMENT
From Chief Engineer Edward Harada dated September 17 ,
1976 requesting amendment to the Traffic Code to restrict
left-turning movements from Route 19 onto Church Road
in Waimea to eliminate the hazards covered by left-turning
vehicles.
Approve request and refer to Corporation
Counsel to prepare proper amendment.
ma,- No. 2048: TRAFFIC CODE AMENDMENT
From Chief Engineer Edward Harada dated September 17,
1976 requesting amendment to the Traffic Code to esta-
blish a 35 m.p.h. speed limit for Wright Road in the
Volcano area, Puna District.
Approve request and refer to Corporation
Counsel to prepare proper amendment. 4Z.,
RECOMMENDATION

(CrY/r/% Recommend that the State Government Organization Com-
mission study the possible merger of Hawaii County Transit
System with the State school bus transportation system
and submit its recommendations to the Hawaii County
