Goemans, Chairman of the Ad Hoc Committee to study Pari-Mutuel Betting dated July 31 , 1975 , recommending: ( 2) The County Council do all in its power to stimulate and encourage the development of a horse breeding and racing industry, for Hawaii County. ( 3) The County Council• encourage the establishment of a Hawaii Island Development Corporation to lease the Panaewa facility and develop and operate the same with Small Business Administration financing. 879 .17 : •From Carol Knight, Secretary-Treasurer, Hawaii Quarterhouse Association, dated January 27, 1976, responding to study on Pari-Mutuel Betting and expresses concern on the use of the riding arena in regard to horse shows. 79.18 : From Arthur Lorenzo, President, Hawaii Paniblo Club, dated February 5 , 1976, advising that they will assist in stimulating horse breeding and horse racing on the island and that they oppose development of a corporation and the leasing of the Panaewa ,facilities. 79. 19 : From Parks & Recreation Director Milton T. Tanaka Construction, Inc. , dated April 28, 1976, informing that the playground park located in the new Kona Scenic Subdivision is not being completed and would like the 5-acre park dedicated to the County of Hawaii ; requests approval in naming the park J. M. Tanaka Park in memory of the late James M. Tanaka. / „.,c,_ 1852.1 : From Mayor Matayoshi dated June 16, 1976 recommending in view of the current fiscal situation that acceptance of the 5-acre parcel be held in abeyance until funds to develop the property become available. Informs the Director of Parks and Recreation is in communication with the Bureau of Outdoor Recreation for development funds. Recommend acceptance of Kona Subdivision Playground Park. �No. 1998 : SECURITY IN COUNTY PARKS, VANDALISM From Councilman Kawahara dated August 30, 1976, informing that there is a costly and disgraceful vandalism going on in many county parks and feels that steps must be taken to protect public property from these heavy and costly losses. 1998.1 : From Mayor Herbert T. Refer to the Public Services Committee of the new County Council. b as No. 2081 : AMENDMENTS TO TRAFFIC CODE - FREIGHT LOADING ZONE From Chief Engineer Edward Harada, dated October 21, 1976 , requesting that the traffic code be amended to establish a freight loading zone on Manono Street, mauka of Kamehameha Avenue to allow commercial fisherman to load and unload equipment, ice and fish at the location where a flight of stairs leads to the decks. Approve request and refer to Corporation Counsel to prepare proper amendment. • S RTC-79 - 4 - November 10 , 1976 Acte- No. 2082 : LIGHTS - LELEIWI BEACH PARK (Rec.l/RTC-76) From Mayor Herbert T. Matayoshi dated October 27 , 1976 informing that the Parks and Recreation Department has, in the past, looked into the possibility of providing lights in the pavilions at Leleiwi Beach Park. Based on this investigation, the department has since maintained a day-use policy because of the proximity of the pavilions to the residential areas along Kalanianaole Avenue. Therefore; requests the Council ' s concurrence to continue with the existing use policy of the pavilions at the park. Concur with administration ' s day-use policy of the pavilions at Leleiwi Beach Park. (Oppose: Mrs. Yadao and Mr. Kawahara) No. 2085 : - TRAFFIC CODE AMENDMENTS (Bill Nos. 255 From Robert J. Santos, Chairman, Highway Safety Council, and 256) dated October 26, 1976 recommending amendment tothe traffic code to establish a midblock crosswalk on Alii Drive at the south entrance of St. Michael ' s Church in Kailua-Kona and submits two proposed bills to amend the traffic code to define "Siren" and to specify the type of sirens which may be installed in authorized emergency vehicles. Accept recommendation to establish a midblock crosswalk on Alii Drive and refer to Corporation Counsel to prepare proper amendment. Further approve and recommend passage of Bill Nos. 255 and 256 on first reading. No. 2086: SCHOOL BUS TRANSPORTATION SYSTEM (Rec. 1/RTC-77) From E. J. Greaney, Jr. , dated October 28, 1976 acknowledging communication regarding the Council ' s interest in examining a possible merger of Hawaii County Transit System with the State School bus system. Advises they would be happy to receive the thinking of the Council members on this matter when they hold a public hearing in Hilo in December. Receive and file. 411 RTC-79 -5- November 10 , 1976 Pet. 30 : FORMER KAWAIHAE SCHOOL GROUNDS From Council Chairman Yamada dated September 28, 1976, submitting for attention and disposition a petition from the residents of the Kawaihae-Puako area requesting that the former Kawaihae School grounds presently not in use be utilized as a basketball-tennis facility. Receive and file; and transmit copy of Pet. 30.1 to Masaru Doi for his ALL, Motion 64: STATUS OF FERRY PLANS Recreation and Transportation Committee to look into the status of the ferry plans (Honolulu Advertiser, August 20 , 1975) and submit its recommendation as to what course of action the County should take in supporting either a State or private system or whether there should be a completely new system in the proposal to have the State purchase Young Brothers. Refer to Research and Development Department for report to the new Council.. ORDINANCE Bill No. 254: CAPITAL BUDGET AMENDMENT Amends Ordinance 211, the Capital Budget, by adding the following project: Department of Parks .and Recreation: Hamakua Recreational Facilities - $209 ,840.
