The following are the recommendations of the Recreation and Transportation
Committee which were considered at its meeting of December' 1 , 1976 :
COMMUNICATIONS
�No. 1751.1 : REPORT ON SCHOOL BUS ACCIDENTS IN HAWAII
From Charles G. Clark, Superintendent, Department of
Education, dated November 8, 1976 transmitting for
information and use, the report, SCHOOL BUS ACCIDENTS
IN HAWAII , September 1975 - June 1976.
Receive and file.
No. 1852. 2 : DEDICATION OF KONA SUBDIVISION PLAYGROUND PARK
From Milton T. Hakoda, Parks and Recreation Director,
dated November 17 , 1976 recommending acceptance of
the five-acre parcel offered by J. M. Tanaka Construction,
Inc. Informs that this dedication cannot be matched
with Bureau of Outdoor funding because the park site
was a requirement for subdivision approval. The parcel
is improved to the extent that recreational activity
can immediately take place, the size and location
follow the administration' s neighborhood park development
and concept.

/ e_ No. 1965.1 : GIFT OF FLOATING DOCK
From Milton T. Hakoda, Parks and Recreation Director,
dated November 3 , 1976 informing they have conducted
,'athorough study as to whether the acceptance of the
floating dock will be of benefit to the people of the
County of Hawaii. Based on their discussions, with
Mr. Jack Bellman (donor) , Mr. Dennis Ruthrauff (Harbor
Master) , Corporation Counsel ' s office and their
maintenance staff, recommends that the Council not
accept the offer.
Accept recommendation not to accept
the offer and transmit copy of Communication
to Mr. Bellman for his information.

''No. 1984: KEAWE STREET
From Councilman William S. Kawahara, dated August 23 ,
1976, suggesting several improvements and changes to
enhance Keawe Street between Waianuenue and Mamo Street
as the center of the downtown shopping district.
1984.1 : From Mayor Herbert T. Matayoshi dated November 18, 1976
responding to C-1984.

No. 1996 :
DOUBLE LINES FOR PARKING STALLS
From Councilman Kawahara dated August 30 , 1976 , suggesting
that the County urge and advocate the use of double lines
in the striping of parking stalls. Feels this would be
a definite step in the right direction for action in
traffic safety.

responding to C-1996.

No. 2066: HEAVY DUTY FIRST AID PACKS
From Hobron Van Gieson II , Director , Big Island
Motorcycle Association, Inc. , dated October 8, 1976
requesting the County of Hawaii to provide heavy duty
first aid packs be used in place of manned fire rescue
units at sports events; asks that at least one pack
be made available immediately since most of the
equipment is readily available and in use by the
fire rescue units.
/ C- 2066.1 : From Mayor Herbert T. Matayoshi dated November 12, 1976
responding to C-2066. Recommends that the heavy duty
first aid pack not be purchased for sports organizations
and explains reasons why; also recommends that sports
organizations confine themselves to basic first aid
until basic or advanced life support units arrive.

RTC-80 - 3 - December 1 , 1976
/ 2- No. 2106 : TRAFFIC CODE AMENDMENT
From Chief Engineer Edward Harada dated November 19, 1976
requesting amendment to the traffic code to establish
a passenger loading zone on Kaohe Homestead Road,
adjacent to the Pahoa School Gymnasium to provide
passengers a safe place to alight from vehicles without
obstructing traffic.
Approve request and refer to
Corporation Counsel to prepare
proper amendment.
No. 2108 : PEDESTRIAN CROSSWALK - PAUAHI STREET (Rec. 1/RTC-73)
From Mayor Herbert T. Matayoshi dated November 24, 1976
informing that it would be unwise to establish a marked
midblock pedestrian crosswalk on Pauahi Street between
Aupuni Street and Kilauea Avenue because it would add
• to thetraffic congestion if pedestrians were given the
right of way over vehicles; also, it maycause pedestrian
accidents or rear-end collisions due to inattention of
either drivers or pedestrians.

ORDINANCE
Bill No. 261 : TRAFFIC CODE AMENDMENT (C-2048/RTC-77)
Amends Chapter 6 (Traffic Code) , Article 8, Hawaii
County Code, establishing a 35 mph speed limit on
Wright Road in the Volcano area, Puna District.

Approve and recommend passage
on first reading.
