HomeMy WebLinkAboutREP PWC 001 12/29/1973 1972-1976 (40 PUBLIC WORKS COMMITTEE REPORT REPORT NO 1 Councilmen County of Hawaii Hilo, Hawaii The following are the recommendations of the Public Works Committee which were considered at its meeting of December 29, 1972: COMMUNICATIONS �No. 2147: BUS SHELTERS IN THE HAMAKUA DISTRICT From Hamakua Lions Club dated October 2 , 1972, informing that they are planning a community improvement project in which bus shelters will be constructed along the bus routes in the Hamakua District and requests assistance from the County in providing the building materials needed to construct these shelters. Submits petitions from the people of New Stable Camp and Paauilo who have indicated that they desire shelters for students and adults while waiting for buses during inclement weather. 4cc} C — 2147.1: From Planning Director dated November 9, 1972, informing that his department would have no objections to the proposed bus shelter. Suggests that inquiries be made into the possibility of seeking Federal funds for construction of bus shelters and the possibility of proposed bus stops schedules should be investigated with the Department of Research and Development in light of the implementation of the transportation study and program. Also recommends that bus shelter standards , i.e. , material, design, etc. , be worked out to assure aesthetic compatibility and function. Approve request of the Hamakua Lions Club for assistance in providing the building materials to construct bus shelters , subject to the following conditions: (1) that bus shelters be constructed to assure aesthetic compatibility and function; Report No _._.-.. ---»-•- -� ADOPTED: January 3 , 1973 File No. - � `— M. Request the Chief Engineer assure compliance with the foregoing. , . 0 - No. 10: KULAIMANO HEIGHTS , UNITS I AND II HAWAII BELT ROAD ENTRANCE (itec. 2/PWC-91) From Chief Engineer dated November 27, 1972, informing of their investigation of the Hawaii Belt Road entrance. Feels that any major improve- ments at this entrance is not warranted since the existing 25-ft. turning radius exceeds the recommended minimum of 20 ft. for passenger type vehicles and the ratio of the cost to the benefit derived for traffic movement is high. Accept recommendation of the Chief Engineer. No. 11: AMENDMENTS TO TRAFFIC CODE (C-2177) From Traffic Engineer dated November 28, 1972 , informing that they have no objections to the amendments to relocate the permissible U-turn area to a site agreeable to both the State and the Hamakua District Traffic Safety Committee. 11.1: From Chief of Police dated December 6, 1972, concurring and recommending approval of the amendments to Sections 8-2(d) lb and 8-2 (e) of Ordinance No. 39, submitted by Mr. Chas L. Schuster, District Engineer. Approve amendments to Ordinance 39 as requested by Mr. Chas L. Schuster, District Engineer, and refer to the Corporation Counsel to prepare the proper amendments. /Ace_ C- No. 15: IMPROVEMENT DISTRICT NO. 12 KAUILA STREET SEWERS (C-1604.10/PWC-90) From Chief Engineer dated November 30, 1972, recommending that the Council proceed with the improvement district and by resolution conditionally accept the Moses Akiona, Ltd. , bid and direct the Chief Engineer to prepare a corrected map and preliminary roll. 411 410 PWC-1 - 3 - December 29 , 1972 Cont' d No. 15: Informs that the estimated cost of the entire improvement is $42, 624 of whichthe County' s share is $23 , 544 (55. 24% of the cost of improve- ment) . Approve and recommend adoption of Resolution 13. 4;c, (1 No. 16: PALANI ROAD OVERPASS OR UNDERPASS TO KEALAKEHE SCHOOL (Rec. 1/PWC-90; C-2157) From Chief Engineer dated December 1, 1972 , submitting a report on the pros andcons of constructing an overpass and underpass together with estimates of cost. Feels that the installation of traffic signal lights , warning lights, crosswalks , or use of J.P.O. ' s will not provide the depth of protection necessary. Recommends the construction of an overpass ($85,000- S90,000) although it is costlier than an underpass ($60,000-$65,000) . Refer to the 1973-74 CIP budget for consideration. 'No. 17: KOLEKOLE PARK IMPROVEMENTS ('Rec. 2/PWC-90) From Chief Engineer dated December 4, 1972, informing that the County Division of Traffic Safety and Control has been asked to coordinate the installation of a street light and destination sign with the State Highways Division. Installation cost is about $600 and the monthly energy charge will be $5. 77. Also informs that the widening of the highway at the entrance is not feasible due to the topography at that location. Encloses for information a State Highways Division letter to the Chief of Police concerning the visibility at the Kolekole Park entrance. Receive and file. 111 410 PWC-1 - 4 - December 29, 1972 e- No. 18: RESURFACING OF NANIAKEA STREET (t-2167 & 2167.1/PWC-92) From Chief Engineer dated December 5, 1972, informing that improvement of Naniakea Street through R&M funds cannot be accomplished because of tight budget limitations and that this project will need to be considered with FY 73-74 C.I.P. Refer to the 1973-74 CIP budget for consideration. (Mr. Matayoshi declared a conflict of interest and abstained from voting. ) ha, c- No. 19: DEDICATION DEED HALE HOOKO ACRES SUBDIVISION - WAIAKEA, SOUTH HILO From Corporation Counsel dated December 6, 1972, transmitting for acceptance the dedication deed for the above subdivision. Informs that the Public Works Department has recommended acceptance. Accept dedication deed. /, , e,- No. 27: KALOKO MAUKA SUBDIVISION, IMPROVEMENT DISTRICT NO. 10 JOB NO. P-1821 (C-1602) From Chief Engineer dated December 11, 1972, trans- mitting for acceptance the deed covering Road Lot 1-A-2, Road Lot 3, Roads A, B, C & D in File Plan 994 (Kaloko Mauka Subdivision - Increment 1) , Roads E, F, G, H, J and K in File Plan 1010 (Kaloko Mauka Subdivision - Increment 2) . The documents have been approved as to form by the Corporation Counsel. Receive and file. • PWC-1 - 5 - December 29, 1972 44„, d,_ No. 29: RESOLUTION PROVIDING FOR AMENDMENT TO PLUMBING CODE From Chief Engineer dated December 12, 1972 , submitting for consideration and adoption a resolution requesting the Chief Engineer to prepare for adoption an ordinance amending the Plumbing Code relative to the inclusion of Homogeneous Bituminized Fiber Drain and Sewer Pipe to Table A of the Plumbing Code with the listed specifications. Adoption of this resolution, followed by the amendment to the Plumbing Code by ordinance, has been recommended by the Department of Housing and Urban Development in order to obtain Federal certifi- cation of the code and code enforcement part of the County' s Workable Program to qualify for Federal Aid. Approve and recommend adoption of Resolution 16.
