Committee which was considered at its meeting of February 15, 1973:
COMMUNICATION
'No. 59 : KONA ROAD IMPROVEMENTS
From Councilman Kawahara dated December 29, 1972,
informing that there are many roads in the Kona
district that are in very poor condition and
urges that steps be taken at the earliest time
to see what can be done to improve these hazardous
conditions.
59. 1: From Chief Engineer dated January 23, 1973,
submitting comments listed categorically to the
paragraphs in C-59.
59. 2 : From Chief Engineer dated February 1, 1973,
submitting a copy of a letter from the District
Engineer, State Highways Division, responding
to their referral of paragraph 5 of C-59.
No specific corrective measure is proposed.

Ace C-No. 66: PUNA SOLID WASTE DISPOSAL PLAN OR TRANSFER STATIONS

From Chief Engineer dated January 2, 19/3,
transmitting for information a copy of a letter
sent to the Big Island Papaya Growers Association
on December 14, 1972, regarding the subject matter
and informing of the status of acquiring transfer
station sites :
Recommend the following:
1. Support location of transfer station
site selected by the Puna Community
Council along the Pahoa Bypass Road

2. Request the Corporation Counsel to
prepare a resolution requesting the
Board of Land and Natural Resources
permission to use the land for a solid
waste transfer station;
3. Request administration to proceed with
the acquisition of transfer station
containers.

INDUSTRY OF HAWAII
From Paul Nishimura, Merchants Committee, Japanese
Chamber of Commerce & Industry of Hawaii, dated
January 22, 1973, informing that they will again
sponsor their International Festival of the Pacific
and requests Council approval to hold their side-
walk sale in Hilo, on Friday and Saturday,
July 20 and 21, 1973.
Approve request, subject to conditions
as contained in Ordinance 51.
, c. a.- No. 125 : BIDDING RANGE FOR BIG ISLAND CONTRACTORS
From Hilo Contractors ' Association dated February 6,
1973, requesting help in influencing the state
government administration which administers the
contracts for jobs to be bid on the Big Island to
keep the size of jobs within the bidding range of
the Big Island contractors.
Concur and request the Corporation
Counsel to prepare a resolution
supporting their proposal.
kt.. a - No. 136: STREET LIGHT REQUEST - OOKALA
From Councilman De Luz dated February 12, 1973,
requesting favorable consideration of a request
from Father Thaddeus for the installation of a
street light in front of the Ookala Catholic Church.
Refer to the Chief Engineer for
favorable consideration.
Pet. 1: SURFACING OF KUAULI ROAD, KURTISTOWN
From Hawaiian Acres Community Association dated
January 21, 1973, petitioning the Council to
surface Kuauli Road in Kurtistown which is the
only access into Hawaiian Acres from Kurtistown.
It is approximately three-tenths of a mile long,
and serves a subdivision of 4,000 three-acre lots.

This is a County road used by the Puna Sugar
Company in harvesting and cultivating sugar cane.
1. 1: From Chief Engineer dated February 1, 1973,
informing that $15,000 is appropriated under
Ordinance No. 475 (Road Item 42) and that work
has been scheduled to surface the existing road
for the fourth quarter of this fiscal year. The
Puna crew has work scheduled for North Kulani,
Back Road, Peck Road and the Kapoho-Maku Road
prior to Kuauli Road.
Receive and file. Transmit a copy
of the Chief Engineer' s letter to the
Hawaiian Acres Community Association
for their information.
ORDINANCE
Bill 971: ORDINANCE NO. 59, ELECTRICAL CODE
Amends Ordinance No. 59 to exempt the requirement
of permits for CATV installations at single family
dwellings.

Approve and recommend passage
on first reading.
