The following are the recommendations of the Public Works
Committee which were considered at its meeting of March 1, 1973:
COMMUNICATIONS
No. 78.1: ODOR FROM COUNTY RUBBISH DUMP (C-78/PWC-3)
From Chief Engineer dated February 13, 1973, informing
that chemicals are being sprayed over the area to
minimize the odor which might emit from the trench.
Alternate sites and methods for the disposal of the
dead animals are being studied and they hope to work
out a remedy in about a month.

/,S,Lu , No. 146: CONSTRUCTION AND MAINTENENCE OF SIDEWALKS (Rec.2-a/PWC-44)
From Corporation Counsel Clifford H. F. Lum dated
February 9, 1973, transmitting for favorable consideration
and adoption an ordinance (Bill 972) relating to the
construction and maintenance of sidewalks in the County
of Hawaii.
Approve and recommend passage of
Bill 972 on first reading.
No. 148: PRESENTATION BY DOROTHEA CARVALHO
From Council Chairman Yamada dated February 22, 1973,
transmitting for presentation by Dorothea Carvalho
at the Council' s February 21 meeting.

43- No. 153: CULVERT ABOVE HORSESHOE BEND
From Rev. N. K. Smith dated February 10, 1973, informing
that a large culvert above Horseshoe Bend is needed
as soon as possible because of the dangers of flash
floods. Informs also that the road is crumbling from
erosion with a very dangerous drop-off, there is no
guard rail and the safety light does not function.
Receive and file, and request the
Chief Engineer to submit a status
report of the project to the writer.
4 C _ No. 154: DOG POUND
From Muriette Austen dated February 15, 1973, offering
comments regarding the taking over of the dog pound
operations by the Humane Society. Suggests that instead
of hiring directors or educational directors at tremendous
expense, some money be used to hire a veterinarian and
a crash spaying program set up under the supervision of
the Humane Society and with volunteer help.
Refer to the Big Island Humane Society.
Aj_ C No. 156: ELECTRICAL CODE
From Mrs. Janet Silva dated February 21, 1973, calling
attention to Section 2.8. of Ordinance 59 which states
that "All buildings moved into or relocated within the
County shall comply with all requirements of this code
for new buildings. " Informs of their financial
difficulty in having to rewire. the 10-year old home
that they purchased and plan to relocate on their
property. Requests that the rule of the code be changed
to read: "For all buildings in the County of Hawaii. "
Otherwise, strike it from the law completely as there
are public buildings, plantation housing and buildings
that service the public that are such fire and health
hazards , but have been permitted to stand.
Express appreciation to the writer for her
comments and inform her that the Council feels
that Section 2.8. of Ordinance 59 is an
equitable provision that it is proper that
all buildings be at the same standard.

G_ No. 160: FEDERAL-AID SECONDARY SYSTEM
From Chief Engineer dated February 21, 1973, informing
that the County is eligible to participate in the
Federal-Aid Highway Secondary System which provides
federal funding to be matched on a 50-50 basis by the
County. Feels that the plan is desirable and
beneficial to the County and requests enactment of
Resolution 29 as a documentation of the County' s
intent in the FAS System, which is required by the
Federal Highway Administration.
Approve and recommend adoption
of Resolution 29.
�No. 162: WASTE TRANSFER STATION IN PAAUILO
From Daniel Thompson, President, Paauilo Republican
Precinct Club, dated February 22, 1973, requesting
the Council to advance the establishment of a waste
transfer station in Paauilo which has been scheduled
for 1974-75.

Aco, C_ No. 163: RECONVEYANCE OF TANK SITE TO GRANTOR (McQuerrey)
From Corporation Counsel Clifford H. F. Lum dated
February 8, 1973, informing that on March 5, 1954, by
deed duly recorded in the Office of the Registrar of
Conveyances, State of Hawaii, Norton Bradford McQuerrey
and Rachel Yamaguchi McQuerrey granted to the County of
Hawaii for use by the Department of Water Supply, a
certain pepetual easement for a reservoir or tank site
on a 10,000 square feet parcel of land in Kona. The
site is no longer needed for the County's water system
in Kona and therefore, transmits for adoption Resolution
30 authorizing ,the reconveyance of the easement to its
owners and the execution of the deed by Mayor Kimura.
Approve and recommend adoption of
Resolution 30.

45,„ C_ No. 164: CANCELLATION OF EXECUTIVE ORDER NO. 116
OLD COUNTY GARAGE SITE, WAIOHINU (TMK: 9-5-01: 7)
From Chief Engineer dated February 26, 1973, submitting
for adoption Resolution 31 to cancel the subject
executive order and recommending that the Department
of Water Supply apply to the Department of Land and
Natural Resources for issuance of art Executive Order
for its use in stockpiling pipe material.
Approve and recommend adoption of
Resolution 31.
/ , ii - No. 168: DRIVEWAY VARIANCE
From Paul T. Matsumoto dated February 28, 1973,
requesting a variance from the driveway ordinance
to build an 85-foot wide driveway at his home at
1142 Ainaola Drive.
Approve request for a driveway variance
and refer to the Chief Engineer to
prepare the proper resolution.
