ISI, Pet. 2. 1: From Chief Engineer dated March 2 , 1973, concurring that street lights will be needed eventually along Kawili Street but feels that whatever type of street light system that will be installed should be in consonance with the type of environment the Department of Education and the University of Hawaii desire to create in the area. Informs that they have repeated their request to Hilo College and the Department of Education regard- ing the second high school that they must provide coordination with other agencies for the funding and programming of needed improvements. Bicycle paths will be included in the discussions but it is their feeling that pedestrian sidewalks should have a higher construction priority and that bicycle paths should be considered as a secondary item after sidewalks are programmed.
