Committee which were considered at its meeting of March 15, 1973 :

KAUILA STREET SEWERS
From Toshio Serizawa dated February 15, 1973,
registering his objection to the amount of the
proposed assessment to be levied against his
property on Kauila Street. Assuming that the
assessment is based on the useable land area of
each lot, it is his feeling that he will be
compelled to carry a bigger share of the total
assessment than the other lot owners.

From Assistant Corporation Counsel Haruo Oda
dated March 7, 1973 , recommending that the Chief
Engineer process the request for the Executive
Order from the Governor for the property (TMK: 1-5-08)
for a solid waste transfer station rather than by
resolution for permission to use the land. Hopes
that this alternative is satisfactory to the
Council.
Accept the recommendation of the
Assistant Corporation Counsel.

4, e- No. 179 : STREET LIGHT REQUEST
From Councilman Carpenter dated March 1, 1973,
recommending approval of a request for the
installation of a street light on Pole #12 ,
Kamani Street, in pahala near a slight bend in
the road presently serving the community and
Kau Hospital.
Refer to the Chief Engineer for

ROAD DEDICATION
From Corporation Counsel Clifford H. F. Lum dated
March 1, 1973, recommending acceptance of the
dedication deed and a Partial Release of Mortgage
for the Pakalana Subdivision.

Pet. 2 : REQUEST FOR STREET LIGHTS ON KAWILI STREET
Petition dated February 5 , 1973, requesting that
street lights be placed on Kawili Street between
Puainako and Kinoole Streets to ensure the safety
of pedestrians in this area.
ISI, Pet. 2. 1: From Chief Engineer dated March 2 , 1973, concurring
that street lights will be needed eventually along
Kawili Street but feels that whatever type of
street light system that will be installed should
be in consonance with the type of environment the
Department of Education and the University of Hawaii
desire to create in the area.
Informs that they have repeated their request to
Hilo College and the Department of Education regard-
ing the second high school that they must provide
coordination with other agencies for the funding
and programming of needed improvements.
Bicycle paths will be included in the discussions
but it is their feeling that pedestrian sidewalks
should have a higher construction priority and
that bicycle paths should be considered as a
secondary item after sidewalks are programmed.

Res. 37: CIP BIDS IN SMALLER INCREMENTS (C-125/PWC-4)
Requesting the State of Hawaii to consider letting
out its capital improvement projects bids in smaller
increments wherever feasible to make it possible for
local contractors to bid for said projects.

RECOMMENDATION

Request the administration to expedite the
completion of the Kaapahu/Kalopa Road
(No. D-5 Improvement) project.
